I think for any smart city energy is a big concern.Since now a lot of new buildings would come up, I feel most of those buildings should have solar panels installed to make the city energy sufficient or maybe even surplus. Moreover Led bulbs could be used.

In respect to smart city concept, business, economic, infrastructure development are OK, but, the real development of social harmony, human development, cultural development, etc.things are very important for peace, harmony and fruitfull helping nature of people. For that, there should be YOGA,SPIRITUAL,PRAYER CENTRE in CITY.There should be no crime & no accused,Jail should be paid & luxurious with all accommodation like AC,bed-sofa,pure bhojan-breakfast,TV but no mobile-net as per jail manual strictly

Now the major problem Salem city is facing is traffic jam. Flyovers/bridges/Metro/Mono rail are not the only solution. First approach should be forming major road for traffic flow and also grid roads.
International standard 4-6 lane roads with good median, lane markings, foot path , turning lanes etc., Total road length - 100KM

Expand the city limits:
Salem city got it existing limits in 1996 i.e. nearly 20years ago. The city suburban has grown vastly in last 20years. Suburbans like Ayyodhiyapattinam, Karuppur, Kannakurichi, Sivadhapuram, Area between NH 7 and NH 47 are now merged with the city. The bypass road has become city road.. So before starting or as part of the smart city mission city boundary should be expanded. I have attached proposal for new boundary below. This will bring integrated development.

For smart city- salem
Smart transport system in the city
Footpaths for pedestrians and parks are much needed
Wide roads to reduce the traffic
Fly overs are needed in many junctions to de-congest city traffic
