Smart Cities Mission is one of its kinds and does not follow a ‘one-size-fits-all’ approach. Only a broad framework has been given to cities in which they have to conceptualize their idea of a Smart City and plan their pathway to ‘smartness’.

Ministry of Urban Development has so far selected 60 Smart Cities in various rounds and based on the Smart City Proposals submitted by Cities, this Ministry has started the process to set the standards for the Smart Cities in India. 16 key features have been outlined, which form the guiding framework for the development of Smart Cities in India. Cities have used this framework to determine their pathway towards ‘smartness’ in their SPVs. The framework includes criteria for Smart City features, induction and the benchmarks. Importantly, there are four stages defined in the pathway of Cities towards smartness. Starting with the baseline condition the Smart Cities will progress through the following stages -

• Level 1 – Base case where service levels are less than 50% of the prescribed benchmark
• Level 2 – Service levels are more than 50% of the prescribed benchmark
• Level 3 – Service levels are more than 75% of the prescribed benchmark
• Level 4 – Advanced stage where prescribed benchmark has been achieved

Co-creation of ideas, strategies, innovative and frugal solutions through an extensive consultative process with all stakeholders is mandated in the Smart Cities Mission Guidelines. Therefore, to finalize the standards for Smart Cities, this Ministry has decided to invite suggestions on the draft Standards. Citizen from all walks of life are welcome to be a part of the consultative process and provide valuable inputs. The last date of submission of suggestions is 20th December 2016.

We have prepared good standard for smart Cities. However I did not find the method of achieving the levels. Moving to higher level we have to go level by level. Most important is to maintain the achieved level for some months with status publicized. This total process need to be documented and circulated to people like this draft is circulated.

Smart Cities should have certain parameters that are common among them. The people living there should have a feel of smart city and it should reflect on the visitors as well. I have tried to list some of the parameters in the PDF that is attached herewith. Have patience to go through it.

Smart City design standards must adopt a barrier free design for citizens with disabilities and who are physically challenged. We must implement codes similar to the ADA (Americans with Disabilities Act) standards which are mandatory for any development anywhere in USA. I think a perfect example of a beautiful Smart City in USA is Reston Viginia. Google 'Reston, Virginia' to see the images and enjoy. Rather than reinventing the wheel, let's follow examples of cities already developed in the USA.

The governance part of the draft standards should have an IT based inter departmental conflict resolution mechanism to unify the activities of all the departments involved in the urban development activities. This need not be a super control centre but a facilitator to efficiently manage the resources. This will avoid undoing the activities of one department by another department leading to waste of precious resources and money. Such a mechanism should form a core indicator.

Planning of Smart Cities is a challenge and the present Town Planning guidelines need wide update. Living style in a smart city differs from the present day living patterns. Can we revisit the Transportation planning interconnecting the cities, which mode is better railways or highways,if railways is better,can we reduce the budget for highways and use the same to improving railway connectivity.Smartness criteria to include number of road accidents and fatalities/year.Power Transmission,water distribution and efficiency in each and every aspect of the city like garbage collection,water use,power use,lost productivity due to bandhs,hartals.%ofperson having diabetes.

Smart city criteria to include criteria for natural and man made disaster risk evaluation and response,such as area prone to Tsunami,flooding,earth quakes,high winds,man made disasters,nuclear bomb attacks,cyber attack,rioting/Terrorism,fire etc,existing situation and response to be included as criteria.Safety,Sustainability,Quality of life, competitiveness, citizen friendliness,Health,Education,Employment, inclusiveness need to be made the main criteria in evaluating& ranking smartness of city

Can we rename smart cities as Smart and sustainable cities.Delhi has air pollution,Chennai has flooding problems,Bangalore has garbage disposal and flooding problems,Mumbai has slums, all have traffic problems allowing more development and migration to these cities,will only result in pollution,flooding,garbage,exploitation and crimes.Please freeze development in above cities&develop other cities in each state.Revise the criteria for smartness based on sustainability note-no water then no city

Smart Cities should aim at minimising air pollution for future generations. It should make people physically more active and children more safe and self dependent, to achieve this there should be walking and cycling tracks,with 100 percent connectivity, taking less time than vehicle roads.

The attched pdf is a Masters Thesis on Pune Smart City Project which I completed in August in University College Dublin.As I have been tracking the progress of this project closely,I must applaud the government for its efforts and execution strategy. I hope this thesis cum consultancy report could provide some valuable inputs to understand how different smart cities have been working and how smart cities in India, specifically Pune is performing.
