Smart Cities Mission is one of its kinds and does not follow a ‘one-size-fits-all’ approach. Only a broad framework has been given to cities in which they have to conceptualize their idea of a Smart City and plan their pathway to ‘smartness’.

Ministry of Urban Development has so far selected 60 Smart Cities in various rounds and based on the Smart City Proposals submitted by Cities, this Ministry has started the process to set the standards for the Smart Cities in India. 16 key features have been outlined, which form the guiding framework for the development of Smart Cities in India. Cities have used this framework to determine their pathway towards ‘smartness’ in their SPVs. The framework includes criteria for Smart City features, induction and the benchmarks. Importantly, there are four stages defined in the pathway of Cities towards smartness. Starting with the baseline condition the Smart Cities will progress through the following stages -

• Level 1 – Base case where service levels are less than 50% of the prescribed benchmark
• Level 2 – Service levels are more than 50% of the prescribed benchmark
• Level 3 – Service levels are more than 75% of the prescribed benchmark
• Level 4 – Advanced stage where prescribed benchmark has been achieved

Co-creation of ideas, strategies, innovative and frugal solutions through an extensive consultative process with all stakeholders is mandated in the Smart Cities Mission Guidelines. Therefore, to finalize the standards for Smart Cities, this Ministry has decided to invite suggestions on the draft Standards. Citizen from all walks of life are welcome to be a part of the consultative process and provide valuable inputs. The last date of submission of suggestions is 20th December 2016.

For Smart cities, first citizens of India shall be made accountable, they should feel that its our city, country we shall not throw garbage anywhere, obey basic traffic rules like stop before zebra crossing, give way to Ambulance and emergencies etc. (many other examples) than only initiatives towards smart cities will give faster positive results because smart cities needs smart citizens first. Government should parallely plan on how to make people feel accountable.

In India cities have two most service problem is garbage. So government should impose tax on people for collecting it in positive way. e.g. people are not giving garbage pay more tax and people with sorted garbage pay less tax and incentive. Also second thing is beggars, make a begging as crime and send them as laborer where we required labor. Negative and positive point can also improve service, suppose contractor with bad work should give negative points and with good work should get +ve.

smart cities should have smart services. It is found that local government perform a some act only for some specific area while other remain as it is. Therefore government should provide uniform service. Second is fast service, e.g. If some project want approval then it takes long time, why they are not sitting together from different department at once to approve it. For all services they start one smart app. While providing service take feedback from people so that bad mark can reduce salary.

Smart cities should have smart people and to make people smart a lot of work should be done from the school level, educating the adults and awards should be given for good work. The other factor for a smart city should be smart infrastructure like good quality roads, continuous electricity and water supply, public transportation, cleaner city with good network of garbage collection and dumping, banning all diesel vehicles including the 6 seater rickshaws and old trucks and many more.

Following can be considered for design of smart cities: 1. Develop a vision of the city keeping in mind the potential population it will need to support over 2-3 decades. 2.Plan hospitals/ schools/ community centers/ Religious places for all sects / Public toilet/ Malls etc. in a planned manner. 3.Ensure no slums can come up and there is proper garbage collecting services available. E.g. Australia and Singapore 4.Seek expert advise from Singapore on design of the cities.

I think most of the people in this blog have made the point. I wish to consolidate that SMART city to me means that city is less polluted, uses natural light & air for freshness, less dependent on power so that people remain Fresh for work, there are adequate means of entertainment, socializing and enough markings to keep city clean with interactive models between people and governing bodies. We must not pass death sentence to our children by mis-using this earth and that is SMART city.
