Under the initiative of Ease of Doing Business (EoDB), the Town and Country Planning Organization (TCPO), Ministry of Urban Development, Government of India circulated the Model Building Bye-laws in 2016 for adoption by State and U.T. Governments. The task in Chandigarh was assigned to the Department of Urban Planning. Accordingly, a committee was constituted for formulation of common rules with due consideration to byelaws/notifications/orders as issued/notified from time to time by the Chandigarh Administration.

Now, the Chandigarh Building Rules, 2017 (Urban) have been formulated by the Department of Urban Planning inspired by the Model Building Bye-laws , 2016 of Government of India. These are a compilation of relevant notifications/orders issued till date by the Chandigarh Administration, new chapters and guidelines mandated by MBBL-2016 and some elements of Haryana Building Code-2016. These rules contain norms and regulations in respect of Residential, Commercial, Industrial, Public-Semi Public land uses and other land uses ; building services ; High Rise Buildings ; Climate Resilient construction (environment clearance) ; green buildings; sustainable development measures etc.

These rules shall be applicable to the entire U.T. except Abadi Areas (Lal Dora) of U.T. villages.

1. Total Building height should be increased from 33’0 to 40’
2. Rear courtyard height should be raised to 15’ so that incase an old house has roof slab at 13/14’ it should match up.
3. Minimum staircase width of 3’ should be allowed.
4. Construction in backyard should be along the common wall for two adjacent plots so that light quality of backyard improves
