It has been observed that lack of sanitation facilities has been a major issue in cities and villages. Invariably the poor are worst sufferers due to the lack of such facilities. The solution lies in creating toilets and at the same time devoting energy to maintain them.
Cities are crowded with Malls, Bus stands, Schools, Colleges, Cinemas, pan shops etc. However, toilet facilities are hardly found and only in branded or big malls. Cleanliness regarding toilets in cities can be achieved by introducing rule that every commercial object exceeding defined area in sft should contain toilet. Open drainage systems should be closed to avoid public littering. Existing toilets should be well maintained for public to use effectively.
1.Building of public toilets and waste bins should be
entrusted to Municipalities/Corporations/Panchayaths
2.They should have Bio Gas Plants and Waste
Recycling Plants in their jurisdiction.
3.The above would be a source of revenue to these
bodies.
4.Through maintenance of these public toilets they can
collect money from public.
5.These bodies can undertake door to door collection of
waste and utilize it for Waste Recycling Plants.
placard like charts should be made by students of school as i am in one school student .
(f) Build quality and sustainability – the city’s public toilets will be well-designed
and built using robust, high quality, vandal-resistant materials and fixtures
that reflect the character of their setting. They will incorporate best practice
principles of Environmentally Sustainable Design and management.
(g) Decommissioning and adaptive re-use – the City has a number of
decommissioned facilities which will be upgraded or replaced where demand
is high.
(a) Availability – public toilet facilities will be well distributed, appropriately
located and open at times that meet the needs of residents, workers and
visitors. The City aims to ensure that public toilets are available within 400
metres of any point within central Sydney and at all village centres and major
neighbourhood parks with play or sports facilities
(e) Servicing and cleanliness – maintenance and servicing standards will ensure
that the City’s public toilet meet people ne
Draft Public Toilet Strategy
5. The draft Strategy outlines a vision for a highly regarded, safe and accessible
network of public toilets to meet the current and future needs of a world-class city.

If we want to make toilets to every house in India, especially in villages. Then we have sources of funds with the Government, from corporate and funds with NGOs. With current system all will work individually to make toilets in their respective areas, but the main issue is not addressed here.
Some of the issues in making and operating a toilet and their proposed solutions are given below:

1. make auto cleaning public pay toilets available for 500m at par in cities with security guard. 5 am to 9 pm. 2. for poor in urban/semi urban areas govt. can provide them with prefabricated concrete units/plastic and connect the drain pipes to the common main drainage canal. 3. for village poor people we have to provide them with a prefabricated pit + top shell as a single unit. ofcourse pit must have a drain outlet. i hope this will work and no need
This has to be adopted at the level of Town Development Planning. It should be made mandatory to introduce proper Toilet Facilities in proper manner. Introduction of Sulabh Facilities at Villages, Slums, Highways will be beneficial. For parks and playgrounds Portable Toilet Facilities which are easy to use and dispose sould be introduced. The Local Haat Bazaars should have an in design provision of toilets.
I feel that for every 2 kms one public toilet should be opened .A guard should be appointed who would be responsible for the maintenance of the toilet and a minimal rupees 2 should be charged for using the toilet. He should be provided with all the modern equipments to clean the toilet..I know it's already there at many places but there is no harm in re-iterating it :)
