A state level data bank of jobs in each state which could be gradually integrated into a National Jobs Databank. Employers could list the jobs on these systems along with a checklist of qualification and other requirements for the job. Job seekers could first fill in this check list and see if they qualify, else they could see other possibilities. They could also store and update their CVs which could be automatically sent to the employer once they clear the checklist ensuring Best fit easily.

1. Integrate all employment exchanges.
2. All government recruitment and apprenticeship shall be routed through employment exchange.
3. Use technology to intimate all the registered candidates about new jobs(earlier letters were used, by the time they reached the candidates, the recruitment is over)
4. Categorize all jobs according to the requirement.
5. At first start with all govt jobs and then facilitate for private employers.
6. Employment exchange portal for online registration

Emp. Ex. to be located at Nagar Nigam Offices, integrated digitally upwards into Distt-State-India
PAN card be used for unique identification, must be compulsory for registration in Emp. Ex.
Job Seeker to update is Edu. & Work Ex. in Emp. Ex.
All Govt. Jobs and competitive exam info must be mailed automatically to Job seekers w.r.t. Edu/Age/Work Ex.
Private firms/job consultancies to be provided access to uploaded resumes/registered Edu-work ex-skill set per forma.

Really speaking majority of the people dont know that an Employment exchange exists and what is its URL (web-site). Also application of Government jobs should be done Online( 90 % of the good candidates do not apply as they need to send their CV by Post . People have moved on ,the archaic system may be parallely continued if it helps candidates who have no acess to internet or computers. but the people who are It savvy will also apply .Even shortlisting of candidates can be done by SKYPE.

Every student who passes the 10th standard shold be registered in the employment exchange via schools authority and a unique I'd is generated against this registration or may be link to adhar card. When ever any body applies for higher education or job this unique I'd is must be mentioned in the application form and lateron PAN No is linked to this unique I'd so that a person can always tracked about there educational and experience and skills. employment exchange can Indirectly manage manpower

competitive exam is best. there is no need of an employment exchange. it must be abolished like planning commission. rather public sector banks shouldn't be encouraged to give loan to the unemployed youth for business. a restructured cooperative committee at every dist may b created to cooperate with unemployed youth to get job in pvt co or facilate them 2 get bank loan for business. even the body can also guide the rural youths on bussiness. its better than have an employment exchange.

These days it is difficult to get job without experience and to get experience person needs work so it becomes a vicious cycle. Make it mandatory for both private and public sectors to impart training to not just college pass outs but to the ones who graduated 1/2 years back as well. This way students who could not bag a job because of recession during their pass out year get an opportunity to gain experience and would also reduce the mal practice of giving fake experiences & other related crime
