Few steps by the state government which have helped in girl child education: 1.Reservation for girls in education is a vital step in their empowerment. 2.Girls school and colleges have ensured a encouragement among the society. 3. Providing scholarships have further strengthen it. 4.Co-education have its important role too. Girls achieving top ranks in their classes has clearly shown 'girls are no less than boys', thus encouraging parents. 5. Mid day meal system in rural areas.

Gujarat government has done great job on both enrollment and quality fronts of late. http://gujarat-education.gov.in/ssa/images/Book_Publication_Elementary_Education.pdf If we can emulate this at India level then we should be all set. Shala Praveshotsav Gunotsav Address enrollment and quality and we are all set. Things like Khan academy https://www.khanacademy.org/ are way to go as well. Ensure standard content delivery at large scale using automation.
