There is a case study done by WHO on the same issue (below link) in 1997 http://www.who.int/water_sanitation_health/resourcesquality/wpccasestudy1.pdf This talks about GAP where based on the Lessons learnt from Phase 1, Phase 2 was triggered and the implementation in progress. We would need to start with the data collected over these years to see what were the actions that was not possible to implement.

I started with a Ishikawa Diagram for the given problem of Water pollution in Ganges. (Request other members to add relevant points). To get an actionable policy,There is a simple 2 point task 1) Critical monitoring and controlling of existing situation - Thorough monitoring of the industrial waste (3rd party audit) - Ban plastic and other waste methods through humans. 2) Plan on sustainence - Create a complete new layout & modernisation of waste management from different towns.

The districts through which ganga and it’s tributaries flow should be identified and the DMs of the districts should be given the task of monitoring the cleanliness drive with primacy. A separate river monitoring officer should be deployed in each district to facilitate the working of DMs Officers of Indian Forest Service and other officers related with environmental activities and institutions should be given the job of heading each unit cleaning a particular stretch of ganga.

Through PPP model, students, teachers, parents, communities, corporates should be asked to go to the river fronts and participate in actual cleaning of the river. Incentives can be given to the participants, example students who participate regularly can be awarded GANGA MATA scholarship
