      In the last 12 years, SBM(G) has evolved from a sanitation programme into a nationwide movement that has improved public health, enhanced dignity of women, empowered communities and promoted sustainable rural development. Building on the achievement of Open Defecation Free (ODF) status, SBM(G) 2.0 has expanded its focus to sustaining sanitation outcomes through interventions such as Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid and Liquid Waste Management, Plastic Waste Management, Faecal Sludge Management, GOBARdhan, Information, Education and Communication (IEC) and Capacity Building. The current phase of the Mission is scheduled to conclude in March 2027.

      As the Department prepares the roadmap for the next phase of rural sanitation, it seeks ideas from citizens to sustain and strengthen the gains achieved under SBM(G) while addressing emerging challenges related to waste management, resource recovery, environmental sustainability, Operation & Maintenance (O&M) and long-term community ownership of assets and outcomes. Innovative, practical and scalable solutions are required to enhance sanitation service delivery, strengthen waste management systems, promote behavioural change and accelerate the transition towards a circular waste-to-wealth economy. Given that the diversities of rural areas from urban cities, suggestions and ideas, specific to rural scenarios will be highly appreciated. Along with these, with peri-urban areas / villages also growing fast and having characteristics of urban centers, solutions specific for such areas are also being sought.

      The success of SBM(G) has been driven by the spirit of Jan Bhagidari (People's Participation). Citizens, Gram Panchayats, SHGs, youth, Swachhagrahis and other stakeholders have been at the forefront of transforming rural sanitation and their continued participation will remain critical for sustaining these achievements. 

      Accordingly, the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti in collaboration with MyGov, invites citizens, youth, Gram Panchayats, SHGs, academic and research institutions, development partners and other stakeholders to share their suggestions and ideas for the next phase of rural sanitation programme on the following:

      1. Areas to be taken up (including existing areas where gaps may be remaining)
      2. New technological interventions for SWM, GWM, FSM.
      3. Rural Sanitation 
      4. Solutions for treating pollution in small nallahs/rivulets discharging into rivers in rural areas.
      5. Adoption of solutions based on traditional knowledge and ancient wisdom in new settings for rural India. 
      6. Any other area related to the programme.

      The suggestions received will help and guide the next phase of SBM(G) and contribute to building cleaner, healthier and environmentally sustainable villages that will be strong contributors for achieving the goal of Viksit Bharat@2047.

      Participation Guidelines 

      1. All Citizens, youth (including students), Gram Panchayats & SHGs, academic and research institutions, development partners, NGOs and other stakeholders are invited to contribute ideas for shaping the next phase of rural sanitation and solid-liquid waste management under Swachh Bharat Mission (Grameen).
      2. For detailed information about SBM(G) Phase II, applicants may visit the SBM(G) Phase II operational guidelines available on website of the Department (https://swachhbharatmission.ddws.gov.in). The guidelines can also be assessed through: https://swachhbharatmission.ddws.gov.in/sites/default/files/Guidelines/SBMG%20Phase-II%20Operational%20Guidelines.pdf 
      3. Suggestions may be submitted on any of the major components of SBM(G), including Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid Waste Management, Liquid Waste Management, Plastic Waste Management, GOBARdhan, Faecal Sludge Management, Information, Education and Communication (IEC) and Capacity Building. Global best practices forming the bases of solution, may also duly mentioned and referred.
      4. Participants are encouraged to propose innovative, technology-driven, scientific, managerial, practical, feasible and scalable solutions to address rural sanitation challenges and strengthen long-term sustainability.
      5. Suggestions should focus on supporting the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, in developing the roadmap for the next phase of rural sanitation for India.
      6. Participants are required to register on the MyGov platform and submit their suggestions through the prescribed online form.

      BHARAT Circular Village Digital Twin (BCVDT) is an AI-enabled rural sanitation model where every Gram Panchayat has a digital twin to predict, prevent and manage sanitation challenges before they occur. Using GIS mapping, QR-based Household Waste Passports, IoT sensors and AI analytics, the system identifies waste hotspots, drain blockages, pollution risks and maintenance needs in real time. A Panchayat Sustainability Dashboard tracks solid waste, liquid waste, plastic waste, faecal sludge, water quality and carbon savings. Organic waste is converted into biogas and compost, plastic is recycled into useful products, and greywater is reused for irrigation. Citizens earn Green Points for responsible waste segregation. This scalable circular economy model reduces costs, improves public health, strengthens community ownership and supports the vision of Swachh Bharat Mission (Grameen) 3.0 and Viksit Bharat@2047.

      Solid and Liquid Waste Management (SLWM) should be expanded through segregation of waste at source, household composting, community compost pits, plastic waste collection centres, greywater management, and the promotion of recycling. Villages should be encouraged to convert organic waste into compost or biogas, creating both environmental and economic benefits.

      A key priority should be moving beyond toilet construction to sustained usage, operation, and maintenance. Regular awareness campaigns, village cleanliness drives, and behavioural change initiatives should encourage households to maintain sanitation facilities and adopt hygienic practices such as handwashing, safe drinking water storage, and scientific waste disposal.

      The next phase of rural sanitation should focus on sustaining the gains achieved under the Swachh Bharat Mission by strengthening the spirit of Jan Bhagidari (People's Participation).       My idea is to create a Smart SwachhGram Circular Village Network that combines AI, renewable energy, and community participation to make rural sanitation sustainable. Solar-powered smart waste stations will automatically separate wet, dry, and plastic waste using AI sensors. Organic waste will be converted into biogas and organic fertilizer through mini GOBARdhan units, while plastic waste will be recycled into eco-bricks for village infrastructure. Every household will earn Green Credits through QR codes for proper waste segregation, which can be redeemed for seeds, school supplies, or government services. Small village drains will use natural bamboo and aquatic plant bio-filters to stop pollution before it reaches rivers. An AI-powered Panchayat dashboard will monitor waste collection, water quality, and sanitation assets in real time. This affordable and scalable model promotes a waste-to-wealth economy, creates rural employment, encourages citizen participation.

      Ideas for the Next Phase of Rural Sanitation The next phase of rural sanitation should focus on sustainability, technology, community participation, emphasis every village has proper solid and liquid waste management sd environmental protection. While significant progress has been made in toilet construction, the emphasis should now shift to maintaining clean and healthy villages. Key Suggestions: 1. Introduce a "Smart Clean Village" certification based on sanitation, waste management, and hygiene practices. 2. Strengthen solid and liquid waste management by promoting waste segregation, composting, recycling, and greywater reuse. 3. Encourage every village to establish a plastic-free campaign with community collection and recycling centers. 4. Use digital tools and mobile apps to monitor sanitation facilities, waste collection, and public feedback in real time. 5. Conduct regular hygiene awareness programs in schools, colleges, and self-help groups to build long-term behavioral change.

      Ensure every village has proper solid and liquid waste management systems. Promote segregation of wet and dry waste at the household level. Encourage composting of organic waste for use in agriculture. Reduce single-use plastics through awareness campaigns and recycling initiatives. Improve access to clean drinking water and maintain toilets regularly. Conduct hygiene awareness programs in schools and villages, especially on handwashing and menstrual hygiene.       **Suggestion for the Next Phase of Swachh Bharat Mission (Grameen) The next phase of SBM(G) should transform rural sanitation into a smart, circular, and self-sustaining ecosystem**. Every Gram Panchayat should establish decentralized waste management units that convert organic waste into biogas and organic manure through GOBARdhan while ensuring source segregation of wet, dry, and plastic waste. AI and IoT-based monitoring can track waste collection, sanitation assets, water quality, and maintenance needs in real time. Small nallahs and village drains should be treated using low-cost constructed wetlands, bio-remediation, and natural filtration systems based on traditional Indian ecological practices. Plastic waste should be linked with recycling industries through village collection centers and SHGs. A performance-based incentive system should reward villages achieving high sanitation standards.       आदरणीय सरकार तथा सम्बन्धित खानेपानी विभाग, पाहाडी क्षेत्रमा खानेपानीको समस्या दिनप्रतिदिन गम्भीर बन्दै गएको छ। प्रत्येक वर्ष पाइपलाइन विस्तार र मर्मतका लागि सरकारी बजेट आए पनि धेरै स्थानमा गुणस्तरीय काम नहुँदा जनताले अपेक्षित सेवा पाउन सकेका छैनन्। अव्यवस्थित रूपमा प्लास्टिकका पाइप बिछ्याइएका कारण बाटोघाटो बिग्रिएको छ, र वर्षायाममा पहिरोले पाइपलाइन बारम्बार क्षति पुर्‍याउँछ। यस्तो अवस्थामा समयमै मर्मत नहुँदा गाउँलेहरू लामो समयसम्म खानेपानीबाट वञ्चित हुन्छन्। त्यसैले खानेपानी व्यवस्थापनको जिम्मेवारी कुनै एक व्यक्तिलाई नभई गाउँकै दर्ता भएको संस्था, SSG, युवा क्लब वा उपभोक्ता समितिलाई दिइनुपर्छ। संस्थागत जिम्मेवारी हुँदा नियमित निरीक्षण, समयमै मर्मत, पारदर्शी हिसाबकिताब र सबै घरधुरीमा समान रूपमा पानी वितरण सुनिश्चित हुन्छ। पानीलाई व्यापारको माध्यम बन्न नदिई सबै नागरिकको समान अधिकारका रूपमा व्यवस्थापन गरियोस्। गुणस्तरीय पाइपलाइन निर्माण, नियमित अनुगमन, सामाजिक उत्तरदायित्व र दिगो व्यवस्थापनमार्फत प्रत्येक गाउँमा सुरक्षित र निरन्तर खानेपानी उपलब्ध गराउन  सरकारसँग हार्दिक अनुरोध गर्दछु।

      ग्रामीण क्षेत्र में जल एवं स्वच्छता के लिए सर्वोत्तम विचार ग्रामीण क्षेत्रों में स्वच्छ पेयजल और बेहतर स्वच्छता व्यवस्था स्वस्थ समाज की नींव है। मेरा सुझाव है कि प्रत्येक गाँव में "जल एवं स्वच्छता प्रबंधन समिति" बनाई जाए, जिसमें पंचायत, शिक्षक, आंगनवाड़ी कार्यकर्ता, आशा, स्वयं सहायता समूह तथा युवाओं की सक्रिय भागीदारी हो। प्रत्येक घर में वर्षा जल संचयन की व्यवस्था विकसित की जाए, जिससे भूजल स्तर बढ़े। हर परिवार को शौचालय के नियमित उपयोग, हाथ धोने की आदत, सुरक्षित पेयजल के भंडारण तथा कचरे के पृथक्करण के बारे में जागरूक किया जाए। गीले कचरे से कम्पोस्ट खाद और सूखे कचरे का पुनर्चक्रण किया जाए। विद्यालयों में स्वच्छता क्लब बनाकर बच्चों को "स्वच्छता दूत" बनाया जाए, जो अपने परिवार और समुदाय को प्रेरित करें। गाँव के जल स्रोतों, हैंडपंपों और तालाबों की नियमित सफाई, जल गुणवत्ता की समय-समय पर जाँच तथा अपशिष्ट जल के पुनः उपयोग की व्यवस्था की जाए। यदि समुदाय, और पंचायत मिलकर इन उपायों को अपनाएँ, तो प्रत्येक गाँव स्वच्छ, स्वस्थ, जल-सुरक्षित और आत्मनिर्भर बन सकता है।
