      In the last 12 years, SBM(G) has evolved from a sanitation programme into a nationwide movement that has improved public health, enhanced dignity of women, empowered communities and promoted sustainable rural development. Building on the achievement of Open Defecation Free (ODF) status, SBM(G) 2.0 has expanded its focus to sustaining sanitation outcomes through interventions such as Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid and Liquid Waste Management, Plastic Waste Management, Faecal Sludge Management, GOBARdhan, Information, Education and Communication (IEC) and Capacity Building. The current phase of the Mission is scheduled to conclude in March 2027.

      As the Department prepares the roadmap for the next phase of rural sanitation, it seeks ideas from citizens to sustain and strengthen the gains achieved under SBM(G) while addressing emerging challenges related to waste management, resource recovery, environmental sustainability, Operation & Maintenance (O&M) and long-term community ownership of assets and outcomes. Innovative, practical and scalable solutions are required to enhance sanitation service delivery, strengthen waste management systems, promote behavioural change and accelerate the transition towards a circular waste-to-wealth economy. Given that the diversities of rural areas from urban cities, suggestions and ideas, specific to rural scenarios will be highly appreciated. Along with these, with peri-urban areas / villages also growing fast and having characteristics of urban centers, solutions specific for such areas are also being sought.

      The success of SBM(G) has been driven by the spirit of Jan Bhagidari (People's Participation). Citizens, Gram Panchayats, SHGs, youth, Swachhagrahis and other stakeholders have been at the forefront of transforming rural sanitation and their continued participation will remain critical for sustaining these achievements. 

      Accordingly, the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti in collaboration with MyGov, invites citizens, youth, Gram Panchayats, SHGs, academic and research institutions, development partners and other stakeholders to share their suggestions and ideas for the next phase of rural sanitation programme on the following:

      1. Areas to be taken up (including existing areas where gaps may be remaining)
      2. New technological interventions for SWM, GWM, FSM.
      3. Rural Sanitation 
      4. Solutions for treating pollution in small nallahs/rivulets discharging into rivers in rural areas.
      5. Adoption of solutions based on traditional knowledge and ancient wisdom in new settings for rural India. 
      6. Any other area related to the programme.

      The suggestions received will help and guide the next phase of SBM(G) and contribute to building cleaner, healthier and environmentally sustainable villages that will be strong contributors for achieving the goal of Viksit Bharat@2047.

      Participation Guidelines 

      1. All Citizens, youth (including students), Gram Panchayats & SHGs, academic and research institutions, development partners, NGOs and other stakeholders are invited to contribute ideas for shaping the next phase of rural sanitation and solid-liquid waste management under Swachh Bharat Mission (Grameen).
      2. For detailed information about SBM(G) Phase II, applicants may visit the SBM(G) Phase II operational guidelines available on website of the Department (https://swachhbharatmission.ddws.gov.in).       3. Suggestions may be submitted on any of the major components of SBM(G), including Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid Waste Management, Liquid Waste Management, Plastic Waste Management, GOBARdhan, Faecal Sludge Management, Information, Education and Communication (IEC) and Capacity Building. Global best practices forming the bases of solution, may also duly mentioned and referred.
      4. Participants are encouraged to propose innovative, technology-driven, scientific, managerial, practical, feasible and scalable solutions to address rural sanitation challenges and strengthen long-term sustainability.
      5. Suggestions should focus on supporting the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, in developing the roadmap for the next phase of rural sanitation for India.
      6. Participants are required to register on the MyGov platform and submit their suggestions through the prescribed online form.

      To strengthen the next phase of SBM(G), the focus must shift toward functional sustainability, resource recovery, and smart infrastructure integration. In deep rural areas, GOBARdhan units should connect directly with Farmer-Producer Organisations (FPOs) for commercial bio-fertiliser distribution. At th CSC user fees should fund local SHGs to guarantee daily upkeep. Fast-growing peri-urban villages can avoid costly, redundant infrastructure by establishing inter-boundary agreements to route faeca sludge and greywater directly into nearby urban treatment plants. Technical interventions ought to remain simple, low-power, and decentralised—such as solar-heated composting pits for organic waste, constructed reed-bed wetlands for greywater treatment, and mobile dewatering trucks for on-site faeca sludge processing. Drainage pollution into river streams can be halted by deploying floating wetland islands and border mesh screens in local nallahs, while traditional practices like charcoal-sand

      The proposed “Gram Swachhata Circular Economy & Resource Recovery Network (G-SCERN)” is a forward-looking model for the next phase of SBM(G), focusing on sustainable sanitation beyond infrastructure creation. It integrates SWM, GWM, PWM, FSM, GOBARdhan, O&M, resource recovery, digital monitoring and community participation. Innovative measures such as Citizen Feedback & Asset Review, Village Sanitation Balance Sheet, One Village–One Waste Map, Desludging Calendar and Waste-to-Wealth Village Certification can strengthen accountability and sustainability. The model promotes Jan Bhagidari by engaging Gram Panchayats, SHGs, youth, Swachhagrahis and citizens, while addressing peri-urban sanitation and pollution in small nallahs and rivulets. Overall, G-SCERN is an innovative, practical, scalable and rural-specific approach to transition from ODF/ODF Plus to sustainable sanitation, resource recovery and community ownership, contributing to Viksit Bharat@2047.

      Subject: Suggestions for Next Phase of Rural Sanitation Programme - SBM(G) Respected Team, To sustain ODF status and advance Swachh Bharat Mission (Grameen), I propose four actionable measures: 1. Decentralized Waste Management & GOBARdhan: Establish village-level biogas and composting plants linked with SHGs for continuous Operation & Maintenance (O&M). 2. Greywater & Fecal Sludge Management: Deploy bio-filter techniques and localized sludge treatment units near rural-urban clusters to prevent river/stream pollution. 3. Plastic Waste to Resources: Set up block-level plastic shredding units to utilize plastic waste in rural road construction. 4. Smart Monitoring & Incentives: Track Community Sanitary Complexes (CSCs) via IoT/app-based monitoring and reward top-performing Gram Panchayats to drive Jan Bhagidari. Submitted by: Girish Deshmukh

      Rural Plastic Waste-to-Wealth: Turning Plastic Waste into a Resource Plastic waste is becoming a huge problem for rural as well as urban cities like Delhi because of people's unawareness, and it hurts me when I see myself also hurting nature. I want to do something about this matter. So, while I was reading about the interior of the Earth, I thought, can we throw that plastic into the lava or a volcano? Then I found that it would increase the problem rather than cure it. So, then I read about Waste-to-Energy (WtE). We can make energy from plastic waste, and it fascinated me. So, I prepared a whole idea on it and would love to share it. I don't know if it is new or if the government is already using this, but I think if they are doing this, it is brilliant. If not, it could be great, and I would request that they should come to my area as well. People are throwing plastic waste on empty houses and roads, which is blocking the drainage of water.

      Carry It Until You Bin It is a simple behaviour-change initiative of the VHSE–NSS Unit, Govt. VHSS Thamarassery, Kerala. It encourages people to carry their waste in a small reusable, eco-friendly pouch when a dustbin is not immediately available, instead of littering public spaces. The model can be promoted through schools, NSS/NCC units, Anganwadis, local bodies and community groups. Pouches can also be produced through women’s self-help groups and rural enterprises, creating livelihood opportunities while reducing litter and single-use waste. This low-cost, community-driven initiative can support the next phase of rural sanitation by making “My Waste, My Responsibility” a daily habit. Carry It Until You Bin It – A small habit for a cleaner India.
