the example sited below seems very small, but if you consider in real life these people in various offices still lack that responsive behavior. These offices work as if they are there not to do their work but to do favors to people. These offices shall me made to work for students, of students and by students. This small hurdles can help cross bigger and larger hurdles.

All the school college administrative offices, govt offices,etc that are responsible for issuing various certificates and documents shall be made more effective, expedite and responsive. This is because, things like this creates hurdle for students in achieving and/or pursuing their tasks and goals. Such rules shall apply equally to private institutes too. e.g. To get a transcript/professional licence from college and govt offices - People behave as if they are doing some big favor to students.
