Retrofitting will involve many tools,foremost among them will be structural strengthening of old buildings.Other tools will be total underground wiring,covered drains,widening of lanes which were constricted and encroached,24 hrs water supply etc. wrt. your 2nd question I think It is only the public which will decide what exact strategies will be adopted and how these will be implemented.In nut shell the entire plan will be chalked out by the public.

but the biggestt question is what strategies will be adopted for the so called retrofitting of these areas and how the public participation will help in those strategies?????????

Job for the common people

Regions centering around Achal Sarovar and Jama Masjid can be considered for retrofitting. As these areas represent the cultural heritage of Aligarh and old.Also these areas have much dilapidated civic amenities infrastructure.These are old habitation and highly densely settled.If retrofitting is adopted as a route of development of these areas I think a lot can be achieved in improving the quality of life of people residing in these regions.
