What type of incentive structure encourages development of requisite skill traits in mining sector?

The country is well endowed with many metallic and non-metallic mineral resources.  India is a leading player in respect of many non fuel minerals including, iron ore, ...

The country is well endowed with many metallic and non-metallic mineral resources.  India is a leading player in respect of many non fuel minerals including, iron ore, bauxite, dolomite, lime stone and mica.  Mining sector (non-fuel) currently accounts for approx 0.5% of GDP. For accelerated economic growth on sustainable basis, this sector has to grow at a much faster pace to secure a higher percentage in the GDP.
 
Scientific, sustainable and transparent mining practices require well trained manpower.  Skill development not only enhances productivity and safety at work place, but more importantly, it prepares the manpower to adapt to the new state of art technologies. Currently this sector employs around 0.2 Million workforce which is estimated to grow to 0.3 Million in next 10 years.

खनन क्षेत्र में काम करने वालों के लिए आईटीआई में प्रशिक्षण की व्यवस्था की जाए ताकि उन की कार्यकुशलता में वृद्धि की जी सके। कार्य की आवश्यकता के अनुसार कोर्स चलाए जाएं केवल खाना-पूर्ति के लिए नहीं। मजदूरों को उनका पूर्ण मेहनताना मिले ताकि वो लगन से काम करता रहे। खनन में मजदूरी का कांम करने वालों को कोई प्रशिक्षण नहीं दिया जाता, जब कि सबसे खतरनाक काम उन्हीं का होता है। उन्हें सुरक्षा के लिए पूर्ण ट्रेनिंग दी जानी चाहिए ताकि वो अपने जीवन की भी सुरक्षा कर सके।

सरकारी काम-काज में अधिकारी अधिक संख्या में है और वास्तव में काम करने वालों की संख्या कम है। किसी भी सरकारी संगठन को देखें तो आपको लगेगा कि काम करने वालों के केवल दो step हैं, जाँच करने के लिए आठ-दस step हैं। आखिर ये परंपरा कब समाप्त होगी। काम करने के लिए अवर श्रेणी लिपिक-उच्च श्रेणी लिपिक और जाँच के लिए सहायक, अनुभाग अधिकारी, अवर सचिव, उप सचिव, संयुक्त सचिव, अतिरिक्त सचिव, सचिव, मुख्य सचिव, ऊपर कई और भी पद हैं। अधिकारियों की फौज काम में देरी कर रही है। अतः इनपर विचार किया जाए ताकि काम-काज में

धोला कुआं से लेकर गुड़गांव तक काफी जाम रहता है, लेकिन अभी तक इस के लिए कोई कारगर कदम नहीं उठाया गया है। चूंकि जाम का एकमात्र हल मैट्रो है, हालांकि मैट्रो नये गुड़गांव तक है, लेकिन इसका पूरी तरह से फायदा आम जनता को नहीं मिला है। तीन रूटों को गुड़गांव से जोड़ा जाना चाहिए। 1. हुडा सिटी सैन्टर से पुराना गुड़गांव 2. धोलाकुआं से महिपालपुर तक पहले ही मैट्रो लाइन है, इसको भी पुराने गुड़गांव तक विस्तार किया जाए। 3. द्वारका तक मैट्रो है, इसको भी पुराने गुड़गांव तक जोड़ जाए। जाम का यही एक मात्र हल है।

Education and food for the children of mining labourers who follow the stipulated guidelines and achieve their targets can be tried as "incentives" to encourage development of requisite skill traits. I'm sure the mining labour would definitely prefer their children to be educated so that they could pursue better opportunities.

Respected Modiji, I m a Vaidya (Ayurveda Doctor) & a great believer in U, but the speech u delivered in ur last 5-6 programs were much predictive(viz Hathi committee & practicing ayurveda) & not so +ve about ayurveda, although V also need to believe in ourselves but sir I request U to also highlight the +ve’s & motivational things about ayurveda. Sir I may help U to highlight such things if asked to. This will be highly inspirational for people of Ayurveda. Also congrats for clean india mvmt.

institutions to provide them good financial base to grow. their is a lots of formalities to alive any Govt. scheme, we have a big crude having a very good Experience, skills, they can be entrepreneurs if they get chance to prove themselves, it will be and hug profits for Country in terms of Finance, and as well as to decrease the Employment problem.

Respected Sir, Swach Bharat Mission can do only a little. it will be giving you only a temporary result. For long term and good firm result only If you insist the governance team to implement it as a subject and teach from the bottom root which is the primary schools only then in future we can sustain in it.

Respected Sir, For your Swatch Bharat Mission don't you think that formation of small cross function teams across the country is essential or not. Don't you think that creation of inspection check lists is essential or not, don't you think an inspection and certification body is essential or not, don't you think the cross audits and surveillance audits are essential or not, don't you think that recognition and rewards distribution are essential or not.
