I think that the middle class and poor do not consume more than 30% of their expenditure on food and the upper middle class and rich may consume not more than 5% of their expenditure on food and hence food should be heavily subsidized. The outflow of the subsidy on account of the rich would not be much. this amount can be easily recovered by taxing services like food at 5 star hotels, petrol, foreign travel, purchase of jewelry, and such type of luxury goods including ciggerates, wine etc.
