The rapid evolution of telecommunications services in India has aided the overall economic and social development of the country. It has enabled better connectivity among users, increasing use of information and communication technology (ICT) services and emergence of a variety of new business models. Parallelly, there has been a quantum leap in the quantity and value of data that is being generated through the use of modern communication services. Each step of a user's interaction with ICT services, whether through traditional telecom services, devices, applications or other forms of content, results in the generation of large amounts of data.

Availability of data has enhanced the business and efficiency potential of data analytics. However, it is equally important to assess whether the data rights of individuals are being adequately protected in this changing environment. Data protection may therefore mean the ability of individuals to understand and control the manner in which information pertaining to them can be accessed and used by others. The Authority is of the view that the users should be empowered in respect of ownership and control of his/her personal data and to ensure this, all the players in the eco-system are bound to follow certain safeguards while collecting, storing and using the data pertaining to their subscribers. The consultation paper has been issued with the following objectives:
(a) To identify the scope and definition of Personal data, Ownership and Control of data of users of telecom services.
(b) Understand and Identify the Rights and Responsibilities of Data Controllers.
(c) To assess the adequacy and efficiency of data protection measures currently in place in the telecom sector.
(d) Identify the key issues pertaining to data protection in relation to the delivery of digital services. This includes the provision of telecom and Internet services by telecom and Internet service providers (TSPs) as well the other devices, networks and applications that connect with users through the services offered by TSPs and collect and control user data in that process.

Last date for submission of suggestions is 7th November, 2017, midnight.

Telecom operators should ensure that transmission signals of voice and data should be strong in rural area. They sell services but for signals you have to go on the roof of building to talk properly.

Sir, please make it mandatory for all mobile connectivity towers to be made only in India. Let us have more security by having these (our) towers capture all data being used or transmitted. This can prevent our data being captured by Chinese or other countries. Thank you Sir. K. Madhu Susan. Chennai 600056.

We all are very disturbed due to irritating marketing calls from telecallers. Although there are many mobile apps like truecaller which can be used to block these unwanted teelcallers but the problem is that telecallers use new number for calling everytime. They can get as many mobile connections as they want as it costs them very less or nothing to get new connections. My suggestion is to make Adhaar Number compulsary for getting a new connection and allow limited number of connection for each.

Telecom service provider won't be able to see messaging , call history, and data and pin of *99#. There should be a system generated messages which uses other language like assembly language which is not understable by a simple man who works in TSP.All the data of users automatically converted into these language for privacy and security reasons.

sir,it need to become responsibility of data controller to safe guard all personal data by different protective measures,at portal controller level of Adhara/bank/gst/etc,other log in should be limited to designated officer on record,visitor personal information viewing should be limited on permission,but offender details can go public,all data thief need to be punishable offense with confiscation of his assets,every related department should have limited excess,but site fault repair officer

Respected, #TRAI I want to raise my hands against of e-commerce websites who are misusing individuals search history related to different products, on their website or application platforms by sharing personal data to other websites . please make such kind of policies that enable users to opt out (unsubscribe) from all that irritating kind of task for all time and from all other websites. as per my knowledge they all are docking in our personal life. THANK U

Who wants to hide behind saying right to privacy, there should be access to person internals as it does also affect the whole society. AADHAR CARD IS THE FIRST STEP TOWARDS HONORING THE CONSTITUTION WHERE “ALL INDIANS ARE SAME “ IRRESPECTIVE OF CASTE , CREED, RELIGION, GENDER, MINORITY. Please all people search on google "ajit vadakayil right to privacy" and "rahul chimanbhai mehta". It will reveal reality to you, which media houses hide, there is lot more to everything that happens.
