Telecom Regulatory Authority of India (TRAI) has released a Consultation Paper on ‘Review of Interconnect Usage Charges’ on 05.08.2016.

Interconnection means the commercial and technical arrangements under which telecom service providers (TSPs) connect their equipment, networks and services to enable their customers to have access to the customers, services and networks of other TSPs. Interconnection is extremely important from a consumer perspective. Telecom users cannot communicate with each other or connect with services they demand unless necessary interconnection arrangements are in place. Commercial and technical arrangements must be made to facilitate interconnection between TSPs. A number of issues must be agreed upon by the TSPs or determined by the regulator in order to finalize these arrangements. The most important commercial issue for a successful interconnection arrangement is the Interconnection Usage Charge (IUC). The Authority specified IUC for the first time in 2003. Subsequently, these charges have been revised in 2006, 2009 and 2015.

The Consultation Paper issued today, inter-alia, seeks inputs of the stakeholders mainly on the following broad issues:

(i) Approaches to be used for prescribing domestic termination charges (viz. mobile termination charges and fixed termination charges) for maximization of consumer welfare, adoption of more efficient technologies and overall growth of the telecommunication services sector; and

(ii) Approaches to be used for prescribing international termination charges and international settlement rates in the country for long-term sustainable growth of the International Long Distance (ILD) service segment.

Respected Sir, I was at a public place & I saw Deaf & Dumb people using mobile Video calls for communicating with others / other Deaf & Dumb people. I was moved by this facility of technology being available for Specially abled Indians. I Strongly suggest TRIA Come up with a free plan for Video Conference call over data connection for all Specially abled citizens - as a policy matter - one connection per head enabled for Video conferencing so it is not misused - Concerned Indian...

I HAVE A LANDLINE PHONE IN MY HOME BUT THE RENT IS TOO MUCH OF THAT I HEREWITH REQUEST THE MY GOV.TO REDUCE THE RENT THAT A COMMON MAN CAN ALSO AFFORD THE RENT. & THUS YOU HAVE MORE LANDLINE CONNECTIONS. NOW A DAYS EVERY ONE GETTING MOBILES SO EASY WITHOUT ANY EXTRA RENT. SO LOOK INTO THAT MATTER AS EARLY AS POSSIBLE.

In India , high rates of net data are charged from poor people of India . BSNL rates for voice and net data should be revised for minimisation and be made base guidelines for all service providers with maximum allowable high charges of 05-10% in rates depending on better speed and services.For deciding unit data rates, a special committee should be formed by the govt. consisting of members from some private service cos.telecom dept.,experts in fields and a high /supreme court judge .

SIR, 1] Irrespective of what charges big or small, we should get the service that we pay charges for. 2] There should be proper escalation / complaint process which would ensure we get the service we pay for. 3] Since 16 months I am fighting with Idea Cellular with MD Idea Cellular, TRAI, Govt Portal and email ID's in loop, still ZERO network issue not resolved till date. 4] The service provider should pay compensation for not providing the service that was committed or charged for by law.

dear sir, “Review of network related Quality of Service standards for Cellular Mobile Telephone Service”. I would like to draw your attentions towards the rapid mass growth of network tower ,growth of mobile user on mass basis.. to improve the quality of service standards for cellular mobile telephone services. there is a need of proper network management system team their main focus on find out the population vs user.details in file attached. 1 Each signal transmitting tower of telecom. cos. should show its speed of data signals in unit quantity and the effective distance of operation be indicated and this must appear on screen of user computers/ mobiles. 2 All remote areas should be compulsory covered with high effectiveness of signal transmission and nos. of towers in cities and remote villages should be uniformly installed by service cos.and a certificate to this effect should be obtained from TRAI /Telcom dept.

2G+3G service as provided by some cos. should be banned because it is confusing to customers and it is face saving attitude of service providers in case of providing low data speed and this comes under cheating cases to customers who have almost paid rates of 3G pack as per advertisements. Similarly, combined day + night pack as provided by some cos. should be banned as customers generally do not use the net data during specified night period as applicable from 12.00 PM to 6.00 AM.

1. Charges must be minimized for domestic users. 2. The Modems are supplied by BSNL are must be from reliable players 3. BSNL's AC Box employees have to be changed their attitude & work culture.
