Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

Along with the start of GST regime and strict controls on foreign exchange remittance from the banks - time has come to do away with customs inspector raj. All regular importers should have an automated route, they should be able to file online bill of entry and pay customs duty prior or on arrival of the goods at customs and all customs authorities should be clearing 90% of the goods - keeping a watchful eye on any misuse. Punishment for misuse is go through the manual system.

In India all politician's and Govt. Officials house's to be checked by CBI and IT department that it self sufficient to get large amounts for Indian economy benefit. All big buildings in India are only constructed by froad officials only few big houses are having business persons collect this information through registrar office's and trap them in curreption case's give free hand to IT and CBI and give them targets every month like business development schemes by rewards and awards

It is very important and right time to remove the power of discretion given to the officer incharge because we are not living in British era so why follow their rules now. An officer incharge can harass public and also cause loss of revenue to government. The rules need to be very clear to public and applicable to all without indifference, rules can't be left at discretion of some officer who can misuse them to get bribes. Public need to change, as they find bribing an officer easy than pay tax.

In continuation to my earlier post I'd like to suggest that same portal to be used not only for checking the duties levied on particular items but also to pay for them. Only that portal should allow payment of duties online so that while importing or exporting there shall be no manual intervention needed on ports, just check the barcode or qr code stickers and scan them, instead of leaving everything at the discretion of officer in charge, taxation need to be made transparent and direct to govt.

At chennai air cargo complex assessment of B/E takes ubnormal time. First assessed by group AO then all the B/Es are forwarded to SIB group for reassessment. Instead these should be directly assessed by the SIB itself to avoid delay which causes heavy demmurrage charges. Concerned please look into to ease the process.

Custom rules on how much duty is levied on which product or raw material being imported are not available to general public for review before importing them. Those details are in form of laws which are not clear enough so kindly make a portal or app where one can put details of the item being imported and get details how much custom duty need to be paid. Also importing milk and it's products should be allowed considering the adulterated milk situation, bad quality and it's high price in India.

As per knowledge, Customs department has highest level of corruption. If we want to bring change, we should 1. Stop all cash transactions - any employee should not carry any cash within office, need to deposit wallets etc at entrance lockers ; any employee found with cash should be terminated 2. Stop any verbal interaction with any officer ( if anyones custom clearance pending all information should be in black n white 3. corruption reduced will help revenue goes up & transparency using IT

Our export will be very high if these rules becomes transparent and answerable to every inquiry. There should be a responsible outsourced toll free no and mobile application, also a complaint cell. for inquiry suggestions and complaints. department should be paperless without any blind area. all rules should be available on internet and there should be same custom rules for whole country.

I suggest the Dept to collect the sales tax in advance along with the custom duty which may be adjusted as input once the proof of sales bill is produced

Customs department should be totally revamped Harassment of NRI should cease There should be cctv cameras inside lounge Questions and answers of officials and passengers should be recorded . CSIF should check the customs officials at exit entry
