Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

#mygov #departmentofrevenue I think that custom duty tax creates a large amount of confusion rather than being simple and understandable for instance i came to know that $100 amount worth package attracts no custom duty but then i know to one of the people actually paid custom on such package more for same package other person paid zero tax all through they were shipped from same origin same carrier same time yet only first person paid tax but rest made off free.So my question is how

Custom department should active in checking accurately the items importer acrylic plastic sheet and assess the price on international prices instead taking bribes under hand from importer and clear there containers on declaration value of importer,this practice created unhealthy market competition and loss of revenue to the government. To stop this practice on all india sea and dry ports director revenue intelligence must active during inspection the containers and assessing value.

Sports enthusiasts and athletes have to overcome a lot of obstacles when importing equipment. Case in point: importing an air rifle is a very expensive affair at the moment and the lack of any half-decent sports equipment manufacturers in the country forces people to abandon their dreams or spend their life savings in importing equipment. Red-tapism and bureaucracy should be dealt with immediately and the whole process has to be transparent. And get rid of the "deal wood test" for air guns.

Whenever a foreign ship calls Indian port. A special gift is taken away by custom officers. Same thing happens when crew signs off. A feed back system wud help curb such abuse of powers.

As an NRI investor in India, one of the most annoying thing I found was that when I carried prototype sample of my development kit through customs was a nightmare. It deterred me from further expansion in india. Investors in india should be given harassment free treatment through customs.

The best solution is to outsource custom functions.Bribery and extortion will be reduced.Further, the govt will know how much to expect from customs duties.

1. Develop smart management digital system (end-to-end paperless process, each action must be automated and visible to applicant with steps who is stopper of the task with valid reason) 2. Create lucrative incentive system which can force anybody stop accepting bribe 3. Punish the criminal even if extent of punishment is small (no punishment is leading to increase in misrepresentation and wrong doings) I would be able to support in forming a system framework

Customs category classification is very old, outdated and involving to figure out taxation. Create generalized classification, and create specific list for specific exemption. Also custom compliance should be fairy straight forward for individuals requiring some material which is not available in India.

1/Customs should go completely paperless 2/ registration at any one customs port should automatically facilitate registration at all customs port there by customer is free to choose where they want to clear their cargo without having the hassle of registering again

KYC- Each Customs House is asking to present KYC documents even though importer/exporter is already complied with KYC in other Customs Station. This increases dwell time and transaction costs. Previous documents should be accepted by any Customs House as a process. Also, each Customs House is asked to issue suitable PN/Standing Orders for Circulars issued by CBEC. This increases work of field formation. CBEC circulars should be made Public to each Customs Station to avoid such repetitive work
