I don't know if this idea is feasible but I think a wash basin on the top of the tank could actually save quite a lot of water.Maybe this can't be done in urinals but atleast where the gov. is building toilets for households there this system might work.

Garbage collection scheme a must for each household. The garbage to be collected in 2 types of bins. 1- Kitchen waste/ Green Waste, 2- Non bio degradable.

1. Dustbins Every Half Kilometers
This would allow people to throw all the garbage inside the dustbin and not on the roads.
2. Free Of Cost Public Toilets Throughout the city.
Many male people pee in public areas. Public toilets are needed on public places and also throughout the city. These should be free of cost.
3. Cleanliness Team
There should be at least one cleanliness in-charge for every kilometer. He would be responsible for cleanliness and guide people to keep clean.
