Hubballi-Dharwad Municipal Corporation, in Karnataka State has been selected by the Ministry of Urban Development as one of the 100 smart cities to participate in the “Smart City” Challenge Stage-2 by the Ministry of Urban Development, Government of India.

Hubballi-Dharwad Municipal Corporation was constituted in the year 1962 by combining two cities separated by a distance of 20 kilometers. This was a unique experiment in urban development history. The area of this Corporation is 202.3sq.kms, spread over 45 revenue villages. The population of the city as per the 1991 Census was 7 lakhs. The present population is nearly more than 9.43 lakhs. Under the Government of India Act of 1850, the Hubballi-Dharwad Municipal council was established on August 15, 1855.

5. Sometimes people do forget their Driving License and other vehicle records at home, either due to emergency or occasional negligence. The central database will allow police to verify and confirm whether to penalize the person. 6. People should be able to start/stop any facility online. (part 5/7)

2. Property records (Assets including land, home, Vehicles etc.) if this can take taxes as well, it will be of great help. 3. Facilities availed (Telephone connection, LPG, Water, Electricity etc.) 4. As the facilities availed are already collected, according to aadhar card no, the users should be able to pay their bills centrally. online Payment of Electricity bills, telephone bills, Water bills etc. will make the life easier. Digitalize every government record and make a database of every individual resident of Hubli-Dharwad. This can use a dedicated HDMC website which enables people to login and declare the information themselves and upload supporting documents. Most of the population is well educated and can make use of this system. Some of the key elements to include 1. Identification records (PAN card, Voter ID, aadhar, DL etc.) (Part 3/7)

1) This should handle every complaint of a resident of Hubli-Dharwad and solve them centrally and then inform respective agencies. This should typically include, Civil complaints, crime complaints, BSNL complaints, electricity complaints, Garbage handling etc. 2) It should be able to provide information about every government scheme and facilities available. 3) It should be capable of providing information to tourists who are new to the city. Centralize every Government Building in one place or at least have representatives of them in one building. This will greatly help the residents. Right now we are asked to roam at least 2-3 offices for a single problem and this is cumbersome. Opening a Central HDMC call centre, which will be ready to respond to peoples quarries will greatly help alleviate this. (part 1/7)

There are lot of people traveling from Hubli to Dharwad and also Dharwad to Hubli for schools, colleges, offices. City buses are not the ideal transportation system for this as their capacity is much less when compared to the number of people travelling. Many accidents have happened. So there has to be a quick, safe and efficient transportation system like metro.

Focus on elimination of waiting in Queues for the utilities to be done. Ex: Bus passes for students/public can be issued/updated online. Many such options to be explored.
