All the social sector projects should be steered through self help groups. The government role in this area should be minimal. All social sector projects at the formative stage should spell out the mechanism of its audit, transparency and accountability.

It is a thanks giving endeavor to give us chance to talk with. I am not sinical, rather doubtful of reading all this comment and implementation if found correct from these . I am a teacher in a high school in west Bengal in a gov. sponsored school. In the new law for right to education Act , safety of teacher service should clearly setup where teachers are politically harassed, even threat to thrown out from service to speak out the truth for proper education and students education is neglected.

Thank you for working towards improving bureaucracy. Moving ahead we may need punishment for corruption, accountability, lateral entry and direct competition for top posts and reduction of too generalist approach towards bureaucracy. From top to bottom the generalist nature of the bureaucracy can be reduced.
