During the last decade, the telecom industry in India has grown tremendously, both in terms of penetration as well as connectivity. Today, India is one of the fastest growing information and communication technologies markets in the world, fuelled largely by the cellular mobile revolution. Starting from a few million connections in 1997, we now have more than a billion connections, with 97.5% of them being wireless subscribers. With this, the overall teledensity in India at the end of 2015 stood at 81.83%.

India has also witnessed tremendous growth in terms of the total number of Internet users. At the end of December 2015, we had over 331 million Internet subscribers in the country, of which about 94% (over 311 million) were wireless Internet users.1 The current nature of telecommunications and internet access services in India is therefore largely wireless.

The number of broadband users has also been increasing steadily over the years. At present, India has approximately 136.5 million broadband subscribers, a figure that is expected to rise significantly in the coming years, particularly in light of the Government's ‘Digital India’ initiative. This initiative emphasizes the electronic delivery of services to all citizens as an urgent national priority, with ‘Broadband for All’ as one of its fundamental pillars. Providing broadband to all will require a significant expansion of service providers’ networks, with substantial investments in infrastructure development.

Access to information and communication technologies has helped fuel the rapid growth of the Indian economy. Increased connectivity to the Internet has increased consumer welfare, through better information dissemination, increased access to markets, growth of social networks, and proliferation of online media and content. It has also resulted in the creation of a new class of service providers that offer services through the Internet, employing new and innovative business models.

The growth in the number of Internet users and rise in Internet traffic has also led Telecommunication Service Providers (TSPs) to seek innovative solutions. While TSPs must cater to the increasing demand by increasing the investment in network infrastructure, they could also use traffic management tools to deal with problems of congestion on the network. This has resulted in new debates about the appropriateness of the tools and policies that may be used by TSPs for traffic management and the potential for abuse by TSPs for discriminatory or anti-competitive purposes.

DoT has sought the recommendations of TRAI on the subject of net neutrality, including traffic management techniques; the economic, security and privacy aspects of OTT services; and other relevant areas covered in TRAI’s consultation paper dated 27th March 2015.

This pre-consultation paper is an attempt to identify the relevant issues in these areas, which will help TRAI in formulating its views on the way forward for policy or regulatory interventions.

strengthen BSNL network in respect of speed,quality of service and marketing. BSNL people not willing to give service in rural area. My BSNL phone 05740-253050 down since two months. Old Bsnl staff should be trained and dealt with fine for complaints pending more than 3 days. if Bsnl is put straight other tsp will come in line automatically.

First of all Please make effort to Increase the Broadband speed of Internet Connection with min. Traif charges.Today the Telephone companies are charging High Tariff for just 1gb internet and also not giving the proper speed.If India has to Rise in term of Telecom sector first provide high speed data with low traiff.

Interests of common man is to be protected at any cost. While there may not be any objection to the facilities/concessions which are to be given to the different service providers in the wake of ambitious Digital India initiatives of the Government to expand the internet base,the aim of the Government should be to play a role of facilitator while protecting the interests of people specially living in rural areas and those belonging to socially and economically backward class/scheduled castes.

Sir, in the retail business bsnl is in the last position.we have been doing business with Bsnl since 2003.as a retailer.Bsnl provide first mobile service in India but in retail business he is in last position. because we can't push sell bsnl to the customers as comparing with other network services . as Airtelvodafone ideaairceltata and reliance.bsnl has to recharge every after six monthsno power card of minimum rupees available.call rate is high no night pack.no retailer facility.plese looksir

Being a user of broadband connection there's no way to find out loss to consumer of excessive data usage due to virus or any other fault.bsnl or private service providers don't provide any system of visualizing daily usage.This is national waste .And Unnecessary load on the data linkage.If consumers can detect fault he can correct and save.now a days everybody has WiFi connection on 24 hrs basis at home or office the bills are increasing and no control.

It has been going around since last year, we had voiced about net neutrality since the day facebook and telecom companies started the campaign, the people have voiced against their motives. aren't they already earning a fortune with the current data plans? plus they have revenues with the ads as well, why then make more burden on the citizens by introducing something that will go against the users? If Govt really wants the citizen's growth, then let the internet be neutral. uphold net neutrality

Contd.. National security: TSPs should be asked to throttle/block specified sites after judicial approval. During national emergency any IP address access can be given higher access speed over all other IP addresses. Customer Privacy: No prioritization shall be done above OSI Transport Layer and policy shall preclude any deep packet inspection above this layer TSPs should be allowed to charge OTTs above the defined speed of 1Mbps access to its IP address.

Definition of Net Neutrality in India context: Ability to access any destination IP address with a minimum internet speed of 1 Mbps or user committed speed. Traffic Management Practices of TSPs: Free to have any policy provided they clear the above definition based on random sample survey by the regulator. Regulatory Aspect: Any aggrieved person/body can approach an ombudsman who will have the power to warn and then fine the TSPs in case the Net neutrality definition to any site is not met.
