FOCUS SHOULD NOT BE ON ROTE LEARNING BUT WHETHER STUDENTS REALLY UNDERSTAND WHAT THE CONCEPTS ARE. GREATER AUTONOMY FOR THE TEACHERS IN TERMS OF WHEN THEY HAVE TO ADMINISTER TESTS WILL INCREASE CHANCES OF STUDENT SUCCESS RATES RATHER THAN STRESSING ON SHORT CUTS TO MAXIMISE SCORES LOGIC AND REASONING SHOULD BE FOCUSSED ON.
