Under 6th pillar of digital India Initiative, Open Government Data Platform is endeavoring share of Government data in open domain to improve openness and transparency between Government and the public, encouraging participation of the community and emphasizing data driven decision making to enable the delivery of integrated services.

Structured data available in open format and open license for public access and use, usually termed as “Open Data,” it allows citizens and businesses to find new ways to use it and to create new innovative products and services. The Open Government Data initiative started in India with the notification of the National Data Sharing and Accessibility Policy (NDSAP), on 17th March 2012 & in pursuance of the policy, the Open Government Data Platform India (data.gov.in) was launched in 2012.

Data also is one of the most valuable resources of modern governance, sharing of which enables various and non-exclusive usages for both commercial and non-commercial purposes. Associating an Open License with Open Data is necessary to ensure the legal grounding for its potential reuse and also is crucial to ensure that such data is not misused or misinterpreted (for example, by insisting on proper attribution), and that all users have the same and permanent right to use the data. For a data user wishing to use and build on top of public data, they require assurance of what they legally can and can’t do with the data both commercially and non-commercially. To promote access to publicly held information, promoting transparency and enabling wider economic and social gain, need has been felt in the Government that there must be an Open Government Data Use License.

Government Open Data Use License - India has been drafted by the Suresh Chandra (Law Secretary, Department of Legal Affairs) Committee. After several rounds of discussions and deliberations the committee has finalized the draft of the license.

General public and stake-holders including open data community members, professionals, academicians, data scientists, NGOs, institutions, government bodies, etc. in the field of open data production, consumption and management are hereby solicited to send their suggestions on draft Government Open Data Use License - India.

जवान और किसान किसी भी देश की रीढ़ की हड्डी होते है | परन्तु मेरे देश वासिओं को सिर्फ जवान देश की सेवा करता हुआ दिखाई देता है परन्तु किसान नहीं | जवान देश के लिए जान कुर्बान करता हुआ दिखाई देता है परन्तु किसान नहीं | देश में बहुत से किसान गरीब है जो बैंक से कर्ज ले कर अपनी ज़मीन पर खेती करते है | जवान को तो फिर भी मासिक वेतन मिलता हैं जबकि देश की सेवा तो दोनों ही करते है | फिर भी किसान अपनी मेहनत से अन्न उगाता है | जिसका भाव भी सरकार ने निश्चित कर रखा है | उन किसानो के लिए सरकार उचित कदम उठाये |

A license adapted from the Creative Commons CC-BY-SA 3.0 license is the solution that will put India on the list of countries that adopt open standards, even for licenses. #Clause6: The license doesn't specifically state that it does not override any work that comes the purview of Copyright law and/or work in the Public Domain. These and other cases are covered in the Creative Commons (CC) (SA or BY or BY-SA) Licenses which are drafted and updated through a worldwide open/public consultation. Adopting a CC license with appropriate changes/additions for Government data like protection of personal information, will be recognized worldwide more easily.

verification of private school and college accounts. verification of private school and college accounts is necessary because many private educational and health institutions are taking excess fees from students.That should be properly verified for which student will not be exploited. If necessary,amendment of law may be done in this regard.

Timely delivery of services. Every Govt. work of indian citizen should be performed in a fixed period .If any Govt. employee neglects,his/her salary should be deducted and delivered to suffered citizen. Amendment of law may be made accordingly,by which corruption would be minimized.

#Clause4: Does not explicitly specify what license and terms apply to work adapted from the data. For example: Whether there must be a statement that changes were made to the data and what changes were made. The license appears to not cover all possible use cases. We should take an example of the Creative Commons Attribution-ShareAlike License has been used as a template by countries like Austria and Poland. https://wiki.creativecommons.org/wiki/Government_use_of_Creative_Commons

सरकार को एक बैंक acount no जारी करना चाहिए सेना की सहायता के लिए जिसमे दान की गयी राशी सारे टेक्स से मुक्त और सीधे सेना के खाते में जाए कोई बिचोलिया ना हो जो व्यकति देना चाहे उस के खाते में से पैसा सेना के खाते में जमा हो जाए | हर देशवासी हर माह केवल 1 रुपया भी जमा करे तो हर माह एक अरब रुपया जमा होगा एक साल में 12 अरब रुपया सेना को और अधिक शक्तिशाली बनाया जा सकता है इस से हर देशवासी को गर्व भी होगा और ये भी पता चलेगा के देशवासी भी सेना को कितना चाहते हैं | चित्रकार स्नेहा जैन इन्दोर

शिक्षा का जो महत्व हम जानते समझते है उस अनुसार बेसिक मजबुत होना चाहिए किन्तु आज कक्षा ८ तक किसी भी विद्यार्थी को नापास नहीं कर सकते है और उसके बाद १० कक्षा में बोर्ड परीक्षा होती है क्या बच्चे जिनका बेसिक प्रमोशन पर आधारित है वह इतने सक्षम नही होते है कुछ दिन पहले छत्तीसगढ़ के सरकारी स्कूलों के सर्वे में 0 प्र.श. परिणाम आये है| अतः यदि इस नियम को समाप्त किया जावे तो भारत का भविष्य बच्चे है मजबुत होगा यह मेरा विश्वास है| मै स्वयम एक शिक्षण संस्था से सम्बन्ध रखती हूँ|
