The Central institutions have been trendsetters and are usually seen as islands of excellence. How can CFI’s help to promote and spread academic excellence, undertake activities to improve the general quality of life in their neighbourhood region , do hand holding for other educational institutions and also help the school education in their areas.

The education policy should be the research and development oriented since The countries who invent the technologies are prosperous, by adopting others technology we can earn our livelihood only.

It is true that Brilliant people join premium central institutes.The gov of india spends cores of rupees on them for producing engineers, doctors,mba' etc ,but most of them leave the country and want foreign jobs .It is hard earned tax payers money, Gov must question it self Are we producing these Technocrats for USA,UK,Germany ,Australia etc .What ever may be the situation in india The product is of india and it should be for the benefit of India,.Even if they are selected by foreign

Regarding to health sector what we can do is to produce PM MODEL Hospitals all over the country one each in every district. It may have two parts - one 4 vulnerable sections those who can not pay and other parts for those who can pay but can get world class facilities at much less prices as compared to expensive private hospitals. This will insure the feasibility and survival of the institution by itself and can extended further if found successful. This will add accountability to our system.

I want our finance minister to seriously consider about the usage of National investment fund exclusively for the development of Indian railway. As this sector is always facing crunch of resources it will help in its development. From financial year 2014-15 there will be better management of fiscal deficit,as expected from you so you have a option to create a professional body to look after the proceedings of NIF that can use money for generating profits and prove to resource base 4 railways.

Central institutions should have a national character and one should not get an impression that these are local hubs of regional politics.

This is a FLAWED IDEA because it puts the whole responsibility of maintaining excellence on a few while a larger chunk is accountable to none. Maintaining excellence as per International Standards should be the goal of each and every institution of higher learning. All institutions should be responsible to contribute to development locally, regionally, nationally and internationally.

Points: 1. there has to be no distinction of the category of central or state institutions, as all the institutions must be converted to central institutions. 2. all the central institutions should be created out of the model act rather than the specific acts. the uniform law for creation and execution of business can provide lot of smoothness in functioning of institutions.

THE BASIC STRUCTURE OF OUR EDUCATION SYSTEM IS TO NEEDED TO BE RECONSTRUCTED AS PER THE NEED OF THE HOUR. 1. BASIC EDUCATION WITH MATHEMATICAL ABILITY TO BE DEVELOPED. 2. EDUCATION SHOULD BE MADE ECONOMICAL FOR EVERY SECTION OF THE SOCIETY. 3. QUALITY IS NOT TO BE COMPROMISED IN ANY ASPECT. 4. TEACHERS ARE THE CREATOR OF FUTURE SO BEST REMUNERATIVE POLICIES TO BE GIVEN TO MOTIVATE THEM. 5. REMEDIAL CLASSES SHOULD BE DEVELOPED FOR WEAK STUDENTS WITHIN THE SCHOOL TIME.
