I think one of the main reasons for low occupancy of Vande Bharat may be the timing of the trains. For example, the train between New Delhi and Varanasi starts and reaches New Delhi at very inconvenient times. The train starts from New Delhi at 0600 and reaches Varanasi at 1400. At Delhi the timing is very inconvenient as it is not linked to Delhi Metro and reaching New Delhi station so early in the morning is a problem for most passengers. Even at Varanasi, nothing much can be achieved after reaching at 1400 hours. This is when many other trains are available on the route at more convenient timings and also take only slightly longer journey time and are much cheaper.
Similarly, the Delhi arrival time is not linked to Delhi Metro timing either. 2300 h is very inconvenient, to commute.
If it starts at 0900 h from New Delhi and similarly back commuting to and from the railway station to final destination will be much easier for the passengers. That should increase the occupancy.
