Registration of Births and Deaths in India is mandatory with the enactment of Registration of Births and Deaths (RBD), Act 1969 and is done as per the place of occurrence of the event. With a view to simplify the provisions of various sections of the existing RBD Act, 1969 and to make it people friendly, the Government of India has proposed to amend the RBD Act, 1969.

Existing sections of the Act and amendments proposed by the Office of the Registrar General, India (ORGI) are indicated in the first two columns of the proposal respectively.
Ministry of Home Affairs seeks feedback and suggestions along with the justification for the proposed amendments.

Perused the proposed amendments to the Registration of Births and Deths Act, 1969. If a complaint against an officer is found correct then heshould be punished not only being transferred but compensation must be paid from the salary to the aggrieved person for the harassment and suffering he or she underwent for the lapses of the offcer .

Pl see my comments in the Pdf file about requirement for “uniform definition of death” that includes both the circulatory and neurological criteria of death. The Act can define death as “death of an individual who has sustained either (a) irreversible cessation of circulatory and respiratory functions, or (b) irreversible cessation of all functions of the brain stem”. This needs to be included in RBDA

It is essential that the RBDA follows a “uniform definition of death” that includes both the circulatory and neurological criteria of death. The Act can define death as “death of an individual who has sustained either (a) irreversible cessation of circulatory and respiratory functions, or (b) irreversible cessation of all functions of the brain stem”.

The registration process may be made so easier so that the common man may not hesitate to register the birth and death in the family. Official formalities may reduced. a minimum amount may be charged for the same. the certificates must be delivered at the doorstep of the applicants with correct communication address.

Honorable PM sir, please I strongly suggest you to add a law in the bill that no father name can be added in the birth certificate as a middle name. People can add any other middle name according to their belief/religion. Certificate should contain both parent's name separately. This can be one of the best step to remove patriarchy and will give equal importance to both men & women over their child. Also in all exam forms Govt. must give equal importance to mother & father.

It is duty of local authority to check following points. 1. Make sure that applicant is alive or dead, sometime people make fake certificate for insurance money. 2. Issue exact time in birth certificate along with date, month, year and day. 3. After death, there should be need of the Aadhar, voter and other ID Card to verify.

My suggestion for this amendment is that, there should be develop a digital system that help people to register their child's birth from hospital, private nursing home. If the baby take birth at its home, then it is duty of parent to register it in government office like municipal center in period of two to three months. In the village or rural areas, there should be convenience of do registration in Panchat.

I welcome decision of government to make the registration of birth and death on national level. It is necessary and useful for all, state government, central government and people. The process of registration should be easy but there should not be any loop hole that leads forgery.

I went through the amendment proposal. There is not much reform in this bill. There is continuation of same old thing in this proposal. The language is complicated and difficult for below average or average person to understand. The law or rule should be written in simple language so that maximum people can understand it. Though there is not lack of such people who take advantage of loop hole in any law but laws are made for all citizen. So it should be written in understandable language.
