Ministry of Electronics and Information Technology (MeitY) has prepared a strategy paper entitled “National Strategy on Additive manufacturing (AM)” for promoting various verticals of the AM sector, including machines, materials, software and designs to leverage the untapped business opportunities that will unfold in the near future.

Additive manufacturing (AM) is the digital revolution of industrial production that embraces innovation in digital processes, communications, imaging, architecture and engineering to provide digital flexibility and efficiency to manufacturing operations. India needs to adopt an integrated approach towards this emerging technology in all segments including defence and public sectors, especially within the nation’s small, medium and large-scale industries to keep pace with rapid global manufacturing prowess.

Considering the importance, the strategy aims at promoting the creation of a conducive ecosystem for design, development and deployment, and to overcome technical and economic barriers for local manufacturers to seamlessly adopt Additive Manufacturing. This is also expected to facilitate the creation of a support base of domestic manufacturers for setting up of operations with supporting ancillaries in India by foreign companies as well as Global AM leaders.

Suppliers of AM machines shall have service set up in India. Suppliers of these machines have to ensure proper on-time service and maintenance backup. Suppliers have to keep adequate stock of consumables. Suppliers shall not charge exorbitant money for providing services.

Organisation like DRDO, ISRO,Railways, HAL or other government R&D institutes must install these machines for indiginisation of products and for reverse engineering.

If government plans to install 3D printing machines in educational institutes, it would become dead investment as many of these sensitive machines would become non functional due to lack of proper use and maintenance. It would be better if industries install them according to their application and students can work on these machines during summer training or apprenticeship. Industries have the infrastructure to maintain the machines and get it repaired if some problem arise.

There is limitation of materials in AM. Most materials listed in the draft document are plastic compounds. It is understood because AM is layer based manufacturing and adhesiveness between layers is difficult to achieve other that plastic materials. If we use ferrous material for AM then it would be like welding in layers. This layered welded product may not be suitable for direct use in final product as it would required to be machined and heat treated for uniformity and stress relieved

Innovations are needed. These in house innovations in our country, is very difficult as we don't have world class labs,may be in IIT but still states technical university does not has such world class labs in various field of technology for good research. Therefore any policy making should start from A,B,C. Our culture is not like chines, to theft foreign technology from foreign companies.Further we cannot afford pollution,we need a strategy first to handle it before establishing new units.

After reading the draft document, it has become clear that 3D printing (AM) has limited application in prototyping. It can be used in designing a product to visualise the overall fitment of subassemblies. AM has to be used for R&D activities for actualization of concepts. For mass production, we have to rely on conventional manufacturing techniques for cost effectiveness.

AM is required to be implemented by manufacturing industries. As the technology differs for different materials, it shall be left to Industries to train their employees to use the 3D printing with particular tool.

It is not clear why there should be National Strategy for AM which is to be formed by government when it is industry specific requirement?
