Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Central Govt provides lots of schemes for establishing and developing enterpreneurs in unemployed youth like PMEGP, PMKVY, UYEGP ALSO Mudra Loans Etc.. "But how many people are actually getting these schemes in a transparent and fair manner? Despite having ideas and opportunities, people like me who want to turn business dreams into reality are being asked for bribes by some bankers in collusion with brokers. Since we can’t pay, many youths like me are unable to benefit from these schemes and are suffering a lot. It doesn’t matter what schemes you introduce, but please ensure they are transparent and truly reach the people who need them. Set up youth committees to make sure this happens."

Sigma Solutions submits a region-specific policy framework for empowering tribal youth of Arunachal Pradesh under the National Skill Development Policy 2025. As a 100% Scheduled Tribe (ST) state, Arunachal requires contextual skilling in tourism, horticulture, export, and microenterprise. We recommend district-wise helpdesks, centralised info centres, and monthly awareness drives to eliminate reliance on middlemen. Tribal youth should be trained in eco-tourism, herbal farming, drone ops, student exchanges, and e-commerce. Dedicated CICs must publish quarterly e-magazines, offer DPR/documentation support, and promote digital access. Retired tribal officers and experts should be appointed as honorary trainers. Internship programs with central universities and outbound fellowships can transform tribal students into trainers. This model ensures trust, transparency, and tribal participation. Detailed PDF attached.

Skill Development Initiative is very important step taken by Govt of India. I would like to give my suggestion on Telecom and IT domain as follows: 1) There should be continuity in the Skilling Plans unlike now adays that these plans are launched on Financial Year basis and are abruptly discontinued. 2) The Skilling Schemes under ESDM to be implemented through TSSC and NIELIT by MIETY should also be launched. 3) Payment terms once mentioned in the WO should be honoured and not unduly delayed. 4) More participation for women should be encouraged under PMKVY and ESDM. 5) Like Training Partner, Sector Skill Council or NSDC should have Job Placement Partners as well, where role of Training partner is to impart trainings and role of Job placement partner is to provide jobs in consultation with the Industry. Regards
