Suggestion for Draft National Policy on Skill Development and Entrepreneurship (2025): To ensure the success and long-term sustainability of this visionary policy, I recommend integrating a "Skill-to-Enterprise Pathway Framework" within the policy structure. This would act as a bridge between skill acquisition and real-world economic participation, especially for youth, women, and marginalized communities. The framework should include: 1. Mentorship Networks: Establish nationwide mentorship programs connecting trainees with successful entrepreneurs, sector experts, and local business leaders, especially in rural and Tier 2/3 areas. 2. Local Market Linkages: Develop mechanisms to help newly skilled individuals and start-ups access markets through government procurement, digital marketplaces, and fair trade platforms. 3. Incentivized Micro-Enterprise Incubation: In addition to Centres of Excellence, include community-level Micro Incubation Centres

Strategic Policy-Level Advice for National Skill Development & Entrepreneurship 1. Strengthen Industry Linkages Mandatory Industry Participation in curriculum design and evaluation. Encourage Public-Private Partnerships (PPP) in setting up training centers. 2. Localize Skill Development Align training programs with district-level economic profiles (District Skill Committees should do needs assessments). Promote cluster-based skill development (e.g., textiles in Tirupur, IT in Bengaluru, tourism in Rajasthan). 3. Entrepreneurship Integration Every skill course should include an entrepreneurship module, including basics of: Business registration Digital marketing UDYAM portal and MSME schemes Access to credit (e.g., MUDRA) Create state-level incubator hubs aligned with NSDC. 4. Skill development and entrepreneurship curriculum should be included for all 8th plus grade student till graduation. each year till 12th new training should be given to student and in 3-4 years of graduation student must take the best field he like in 4 years as permanent subject to study. After 4 years of graduation along with graduation degree minor degree of that skill field should be given to student. That will add additional skill to student and increase employment. Private companies or Psu help can be taken to give skill training
