Ministry of Ports, Shipping and Waterways has circulated draft of Indian Ports Bill 2020 for public consultation which will repeal and replace the Indian Ports Act, 1908 (Act No. 15 of 1908)

The draft Indian Ports Bill, 2020, seeks to,inter alia, enable the structured growth and sustainable development of ports to attract investments in the Port sector for optimum utilisation of the Indian Coastline by effective administration and management of ports. The proposed Bill will provide measures to facilitate conservation of ports, taking into account the prevalent situation with respect to the high number of non-operational ports. It shall further ensure greater investment in the Indian maritime and ports sector through the creation of improved, comprehensive regulatory frameworks for the creation of new ports and management of existing ports.

The Bill also seeks to, inter alia, create an enabling environment for the growth and sustained development of the ports sector in India through the following broad methods:

1.Constitution of Maritime Port Regulatory Authority
2.Formulation of the National Port policy and National Port plan in consultation with Coastal State Governments, State Maritime Boards and other stakeholders.
3.Formulation of specialised Adjudicatory Tribunals namely Maritime Ports Tribunal and Maritime Ports Appellate Tribunal to curb any anti-competitive practises in the port sector and act as a speedy and affordable grievance redressal mechanism.

The up-to-date provisions of the proposed Bill would ensure safety, security, pollution control, performance standards and sustainability of Ports. The Bill ensures that all up-to-date conventions/protocols to which India is a party, are also suitably incorporated. This will promote marine safety and security in the true sense. The Bill will fill up the gapsfor achieving scientific development of Ports and Port Network.

The Bill seeks to provide increased opportunities for public and private investments in the Indian maritime and ports sector by way of removing barriers to entry, simplifying processes and establishment of agencies and bodies to plan and enable growth of the ports sector. Enhancing “Ease of Doing Business’,it will provide greater impetus to a self-reliant domestic investment climate in the maritime sector, towards AatmaNirbharBharat initiatives of the Government.

The draft of Indian Ports Bill 2020 is issued for public consultation for seeking the feedback and suggestions.

जैसा कि हमने देखा है छत्रपति शिवाजी महाराज ने अपने नॉवेल संबंधी एकदम शुद्ध रचना की थी पैसा ही जो हमारा पोर्ट पी लेना वर्ल्ड का स्कोर बनाया जाए और यह ध्यान में रखा जाए किस्मत लोगों की सहभागिता हो जिससे काफी रोजगार बढ़ेंगे एक दूसरे से कनेक्टिविटी पड़ेगी आने जाने के साधन बढ़ेंगे लोग अपने टूरिस्ट स्पॉट के हिसाब से अगर उसको बनाएंगे तो पब्लिक भी आएंगी उसे धंधे बढ़ेंगे सरकार का भी काम होगा लोकल सेक्सी डांस का भी काम होगा और आने जाने में सहूलियत होगी

transport goods price should be less so that product in market could be less. and specially boycott Chinese goods or increase tax on them.

must connect Indian ports with hill station connectivity via railways. in current period all shipments are move via roads and also have trouble to ship material via road connectivity. please improve railway cargo connectivity and connect with Indian ports for smooth and easy movement.

देश की बड़ी नदियों में सुधार कर। राजस्थान में। जहां पानी की, कमी है वहां पर, पानी देना चाहिए। और उनमें यातायात जैसी सस्ती सुविधा को सुचारू रूप से लागू करना चाहिए ताकि ज्यादा से ज्यादा लोग इसका फायदा उठा सके। परिवहन, में कन्वर्ट करना होगा। और पानी, को, राजस्थान में। ताकि किसानों का स्तर भी सुधर सके। और हम राजस्थानियों। लोगो। जीवन को सुधारा जा सके। यहां पे जमीन बहुत है, पर, पानी, नहीं, है। जय हिन्द जय भारत जय किसान जय जवान

Port bill should get better railway connectivity in existing ports by acquisition of land in cities for railways.Railways can be more efficient energy wise as it will be in generation mode from higher elevations to ports. However small consignm ents need to move on road.The manufacturing unit location will be inland in many cases.Also agro industries & agricultural products for export. Railways can be more cost effective & time bound if port connectivity is made mandatory -- Contd--

Respected Sir, It requested that I have residence of Churu, Rajasthan and there are BJP MP and MLA from last 20 yrs but drinking water problem are very mazor issue in villages mostly jarman yojna are helpful in last 5-7 years and there are necessity for river in Churu tehsil and allover district. All farmer to be grateful for this opportunity by our government. Thanks.

ek war maine is app par likha tha ke aap jab tak zinda rahe aap he prime minister bane rahe but now muje apne samaj par sharam aa rahi hai. aap to ziddi, dictator or bohat gamandi ho. itne kissano ka darad aap ko dikh nahi raha. u should be resigned now.

देश की बड़ी नदियों की दशा में सुधार कर उनमे यातायात की व्यवस्था सुचारू की जाए जिसकी कीमत कम से कम रखी जाए ताकि अधिक से अधिक लोग उसका उपयोग कर सकें।

Contd --- We have been not prompt in some cases of export consignments compared to other countries due to various reasons.Even a partial export consignment small or large should get priority tag.To improve export performance. Export of food and agri products should get subsidy for transportation to a bigger port irrespective of the distance.Aim should be better lead time to overseas customers. Export is the watch word for better living standards.How best we can attract overseas customers.
