THE AMENDMENT TO THE APPRENTICES ACT 1961 SHOULD PROVIDE THAT AT THE END OF THE APPRENTICE - TRAINING - WORK CUM TRAINING - THE APPRENTICES WILL BE PROVIDED WITH THE - CERTIFICATE OF PERIOD OF APPRENTICE TRAINING CUM WORK CARRIED OUT AT THE ESTABLISHMENT AND THAT THE PRESCRIBED STIPEND WAS PAID TO THE APPRENTICES - SECONDLY - INDUSTRIAL LAWS OF THE COUNTRY SHOULD INCLUDE THE EMPLOYNMENT OF APPRENTICES FOR DIFFERENT CATEGORIES OF SKILLED / SEMI SKILLED TRAINING - WORK / FACTORIES ACT / OTHERS

i am a B tech student of industrial and production engineering in Assam Engineering College jalukbari so many years we the the students of AEC IPE department faces many problems our branch is purely attached with mechanical engineering department and our course is also same as compared to mechanical engineering department now a days every INDUSTRIAL sector is developed with a good supply chain management and our assam is lower stage as compared to other Industrial friendly state .

The focus should be on giving quality training and making freshers employable and market-ready. In order to increase the value of more and more freshers, stipend-less or menial stipendiary apprenticeship should be implemented because in the current scenario, the freshers need jobs and practice and the govt. needs more employees at low cost, so it's Win-Win. Students willing to learn and practice want to join any such good apprenticeship where the stipend doesn't matter but experience does.

Given the scenario of less jobs for freshers, govt. can introduce stipend-less apprenticeships or pay menial stipends, meaning that apprenticeship would focus on enhancing employability of the freshers so that after 1 year they have both the experience and the practice in their fields to secure a good and meaningful job. This way, the govt. can have cheap and more employees which would decrease the cost and delays in every area and the students would get meaningful work experience in return.

The Apprentices Act, 1961 provides for regulation and control of training of apprentices. Section 3-A of the Act makes provisions for reservation of training places for the Scheduled Castes and Scheduled Tribes, but there is no provision for reservation of training places for the Other Backward Classes (OBCs).

Apprentice Act 1961 is a very effective provision for skill development and job creation and also for setting start ups. I suggest:
1. Designated and Non Designated trades criteria should be merged into Designated Trades.
2. Ratio of Trainee to tradesmen should be increased. More trainee Apprentices can hence be recruited. Give incentive to companies.
3. There should be some commitment on part of companies to keep the trained Apprentices on roll.
4. Creation of a Data Bank.

Apprenticeship is most important tools for industries. Even for technical degrees and professional courses certain hands on the job training is mandated. With the passage of time Apprentice Act needs to be amended. Whereas the interest of the employers needs to be protected but adquate safety standards, minimum stipends, working hours are to be prescribed. I would recommend that certain regulatory authority should be set up to ensure quality training and passout should be given certificate.
