Limit the number of annual audits that can be opened by the tax authorities to say, not more than 3% of the overall taxpayer base. This will ensure focused targeting of high profile high return cases, and improvement in efficiency of the limited investigative resources.

Expand the taxpayer base by sending pre-filled tax return forms to potential taxpayers who are not currently enrolled in the taxpayer base. The forms provide an estimate of the tax liability based on government records and should be accompanied with the solemn guarantee that lack of consent will not invite punitive action on part of the government

increase service tax to 16-17% and also have a Flat TDS of 5% for all income.. This would bring all the income under the tax net and process refunds faster so that people dont feel the hassle. Once this is implemented - can slowly increase the slabs and.or bring down the tax slab.
Right now - we have lot of service providers like cabs/auto wallahs...who might be earning multiple times more than the guy employed in a MNC whose annual salary might be just 2-3L

Apart from my previous suggestion, if we improve our public grievance system. Our citizens will not waste time. This time will be utilized for his own/state and nation growth. Plus it will give a positive environment toward the government instead of complaining every time of our system.

Dear Sir, as a new grievance system called 'Pragati' is being opened. But instead of opening a new grievance system, why are we not improving existing grievance system - pgportal.gov.in. Plus many grievance raised here are not being timely monitored and sometimes take more than 1 year to dispose off. This system is gradually becoming a receive/forward system instead of resolving original public grievance. No monitoring, follow-up and accountability is there, please pass its act too.

Respected Sir, Strengthening the advance rulings mechanisms. Firstly it should be mandatory to pronounce rulings in 6 months (presently taking 3 years); no writ to be allowed against the ruling (difficult but should be explored as this will really make rulings certain and binding); keeping such rulings private and confidential (not only the name of the applicant but also the subject of the ruling and other facts)

There should be a "Cash Transaction Tax".
If the transaction is higher then Rs. 20,000 and if it is paid in cash then 20% tax should be levy on that transaction. Apart from that is should be applied on payments of bills, entertainment purchases, payments of Loans etc. Please read attached PDF.

One of the key challenges is around high pitched tax demands. Following this there is considerable litigation on asking for stay of demand, rejection of the same and then filing of such stay petitions with higher authorities including writs in High Courts. One option that can explored is around ability of the taxpayer to provide for bank guarantees with which such stay could be stayed. This serves both the purpose - there is no immediate cash outflow to the taxpayer and the Dept is also secured.
