Bihar Sharif is the fifth most populous city in the state and district headquarters of Nalanda district. It is a regional, economic
and political hub with excellent rail and road connectivity and is renowned as the capital of South Central Bihar. It is
strategically located with respect to places of immense historical and cultural importance. The ruins at Nalanda, which is a
World Heritage site, is just 13 km away from Biharsharif.

The city has harnessed its agricultural base to develop its industrial sector. The large produce base is a huge potential
(Nalanda district has the second highest agricultural productivity in Bihar with 74.4% of land under cultivation and 57% of the
gross cultivated land irrigated) to facilitate new businesses and innovative ancillary industries that has provided local
employment opportunities. In the last 3 years, some of the noteworthy initiatives at city level under implementation include
increase in energy availability and reduction in outages; improvements in transport through widening of roads & drains , antiencroachment
drives, preparation of intelligent traffic management systems, Implementation of e-governance. Improvements
have been noted in basic infrastructure especially solid waste management, landscape development and sanctioning of a
water supply project.

Our city “Biharsharif” scored 49.11 marks in the previous round of the Smart City selection process. The Government of
India has set benchmark of 55 marks out of 100 for a winning proposal. The feedback given by GoI in previous round is that
the proposal should be more participative. So, Biharsharif Municipal Corporation is currently working on upgrading its
proposals for round 3 of the Smart City mission. One of the key processes of the mission is to engage with the citizens at
every stage in order to prioritize the areas for intervention. The citizen engagement would lead to a meaningful envisioning
exercise and identify the priority areas of physical, social; economic and institutional infrastructure.

To update our proposal in order to achieve the benchmark set by the MOUD and the winning cities, Biharsharif Municipal
Corporation appeal the citizens to engage and provide their suggestions in formulation of the Smart City proposal in Round 3
for our city Biharsharif.

incorporated to formulate a winning proposal in round 3 . We request you to post your valuable suggestions on or

Encouraging integrated transport system where all modes of transport shall be e-registered to a city portal and all shall be interconnected with their timings to ease the commuters so that they can plan easily sitting at their homes i.e. real-time information sharing with commuters.

Safety and security should be increased both keeping in view the general crimes happening in the country and also the threat from terrorist and to ensure the same, 24x7 on road police patrolling/ patrolling by the local residents on voluntary job basis may be done. The residents can be invited to take yup this job with an honorarium being paid at the end of their monthly service.

The city must have a night life as this is a pre-requisite to the young tourists of the country as well abroad. In this regard, night clubs/disco-theques /recreational centres/ concert halls like the Bataclan hall in Paris is desired.

More restaurants accepting online payments/ATM counters/3 Star and above hotels/malls with WI-Fi connectivity/hospitals with tele-medico facility( having video-conferencing medium) with AIIMS level services/local markets selling the basic required goods like grocery stores/ medical shops/book store/stationery etc, should be opened.

A 24x7 toll-free number can be launched where tourists shall register their grievances/ suggestions/ comments regarding the place.

The famous Parks can have fountains/ basket ball court/ foot-ball ground/ swimming complexes and may also house some birds species as all these shall be liked by tourists.

By developing a dedicated tourism site for the city with details of all places to visit and how these places may be visited i.e. the best timing to visit and the mode of transport available to access these places. At present the city lacks the same.

A smart Biharsharif shall be the most live able, environment-friendly, Swachh, wellconnected, easily accessible city where people shall feel like being in a paradise, where there is no crime, where no one is downtrodden, which tops in Human Development index, where only e-governance exists and which excels in recreational quotient with most number of tourists footfalls in the country.
