C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

हिंदी के अक्षर, , बस अक्षर नहीं होते, ये तो हमारी भाषा की आत्मा हैं। हर एक अ, आ, इ एक नई शुरुआत है, और हर क, ख, ग एक नई कहानी। ये अक्षर सिर्फ वर्णमाला नहीं, बल्कि हमारे अहसासों का आईना हैं। इन्हीं से बनती है वो कविता जो दिल को छू जाए, और वो कहानी जो आँखों में नमी ले आए। अक्षरों में ही छिपी है हमारी संस्कृति, हमारा इतिहास और हमारा भविष्य। ये अकेले नहीं हैं, ये तो एक-दूसरे से जुड़कर हमारी पहचान को पूरा isi baat pr ek kavita : Yeh akshar sirf varnmala nahi, Yeh toh humare ehsaason ka aaina hain. Inhi se banti hai, woh kavita jo dil ko chhoo le, Inhi se banti hai, woh kahani jo aankhon mein aansu le aaye. Aksharon mein hi chupi hai humari Sanskriti, Humara itihaas aur humara bhavishya. Yeh akele nahi hain, yeh toh ek doosre se jud kar, Humari pehchaan ko poora karte hain.

AKSHAR is a indian coding system for reach out hindi at digital platform.it is a way to draw a parallel diagram with digital world.first point is to digital language will be converted into hindi language through technical expert.second digital infrastructure has to available for doing whole process.third digital training has to be necessary to work it.fourth digital coding has been according to need and future demand of country.my mantra is Digital language, digital country.

The proposed “Akshar” standard is a welcome initiative for strengthening the digital presence and consistency of the Hindi language. However, for its effective adoption, it is important that the standard ensures full compatibility with Unicode, while also supporting accessibility tools such as screen readers and voice input to benefit differently-abled users. Additionally, the draft should remain flexible enough to acknowledge regional variations in Hindi usage, while being future-ready for integration with Artificial Intelligence and Natural Language Processing applications. Clear implementation guidelines and awareness campaigns will further help in smooth adoption across education, governance, and industry.

Draft Indian Standard AKSHAR Coded Character Set and Composition Rules Language: Hindi ICS 35.040; 35.260. I think it is good, and implementations should be taken accordingly; it can be corrected and updated if any discrepancies are found or as per need required in the future. Below points mentioned below are a good foundation for the best use of the Hindi language worldwide.
