In an era of rapid digital transformation, ensuring seamless communication in diverse languages is a vital challenge for any multilingual society. India, with its unparalleled linguistic diversity, presents a unique opportunity and responsibility in this domain. To address this, the Indian government, in collaboration with language technology experts, has embarked upon an ambitious initiative to develop a comprehensive Indian Language Standard, called AKSHAR, aimed specifically at the Hindi language in this phase.
This draft standard represents a significant step forward in promoting uniformity, digital inclusivity, and technological advancement in Indian languages. As a critical part of the process, we are now inviting public comments, expert feedback, and suggestions from linguists, technologists, developers, educators, government bodies, industry stakeholders, and all interested citizens to refine and strengthen this draft standard.

The word “Akshar” (अक्षर) in Sanskrit and many Indian languages has deep meanings depending on the context:
Literal meaning:
“That which cannot be destroyed” (अ + क्षर = not perishable).
Commonly used to mean a letter (of the alphabet).
Philosophical/Spiritual meaning:
In the Bhagavad Gita, Akshar refers to the eternal, imperishable reality—often connected with the soul (Atman) or the divine (Brahman).
In Vedanta, “Akshar” can signify the unchanging truth beyond time.
Everyday usage:
“Akshar” is used for letters, writing, or script (e.g., Hindi ke akshar = letters of Hindi).
It is also a common name for people, schools, and organizations in India.
👉 Did you mean “Akshar” in the spiritual/philosophical sense, or were you asking about it as a general word/name?

The AKSHAR standard reflects a commendable effort to standardize encoding, rendering, and input for Hindi and other Indian languages.
It aligns with the broader goal of linguistic inclusivity in digital platforms, especially for government services, education, and accessibility. Ensure phonetic input support for users unfamiliar with INSCRIPT layout.
📱 Optimize for mobile and low-bandwidth devices to improve rural accessibility.
🧑🦯 Integrate screen reader compatibility for visually impaired users.
🗣️ Include voice-to-text and speech synthesis features in Hindi.
🧩 Support regional dialects and linguistic variations within Hindi.
💻 Provide developer toolkits and APIs to encourage adoption in digital platforms.
📚 Align with Unicode standards to avoid rendering issues across systems.
📢 Launch public awareness campaigns to promote usage and understanding. AKSHAR” for Hindi is a significant step toward creating a unified and inclusive framework for digital communication in Indian languages.

The "Akshar" standard provides a formal grammar for forming valid syllables (akshar) in Hindi using the Devanagari script. It defines norms for:
Unicode Character Repertoire:
Specifies the valid set of Unicode characters for Hindi.
Grammar for Syllable Formation:
Uses Augmented Backus-Naur Form (ABNF), a formal grammar, to define how syllables are formed correctly.
Digital Processing:
Ensures consistency in text representation across devices, apps, and systems.
Ligature Definition:
Defines ligatures (combined glyphs) to guide font designers in creating specific rules for their rendering.
