After gaining considerable experience these youth can become full time members of the new body being mooted in lieu of planning commission which may be called the 'Central Policy Formulation and Global Development Commission'. These types of bodies have been provided under clause (b) of entry 65 of List I of VIIth Schedule of the Constitution.

These research bodies should have a well stocked library, computer and internet facilities and an atmosphere conducive enough for doing research. The members of these research bodies may also be called in meetings of various ministries of the government for providing valuable inputs, progress and better co-ordination in making better policies. They can work together with the civil servants to implement the policies of the government for the poor, marginalized and downtrodden.

where young, academically well versed and educated youth under the age of 35 (which at present constitute 65 percent of the total population) having specialized degrees can be employed as researchers in their respective fields for solving societal problems and solving the quality of lives of the people. These researchers should be provided the same salary, rank/status, perks and facilities as civil servants.

The government must therefore confirm the participation of young men and women and engage their talents and potential to ensure that development, policy and programming works with and for young people. The government must thus set up more specialized institutions and research bodies with special emphasis on social sciences and humanities and other sectors like law, transport, education, infrastructure, housing, urban development and planning etc.

Increasing the quantity of jobs for young persons and also towards enhancing the quality of jobs by increasing their productivity will facilitate movement of young people to more productive sectors, and increasing access to social protection Valuable resources that can contribute to the advancement and quality of development are lost or under utilized when young men or women are excluded from or are insufficiently engaged in formal decision making process and institutions.

Continued: it has been only in the field of science and technology. This imbalance in social development equilibrium and depriving the youth from all strata of the society uniformly of decent job opportunities has resulted in the deluded youth channelising their energy and diluting their productivity in wrong directions and diverting them towards crime like robbery, murder, dacoity and other illicit sectors like drug use, pornography, sex trafficking, organized crime and gang associations.

. The policy planing of a nation thus cannot be completed unless there has been a substantial amount of research in understanding the type and nature of social or societal problem. Research is therefore a precursor to policy planning and development. Unfortunately, India has never invested substantial amount of its financial capital in research nor utilized the human capital of the youth in doing research work leaving many youth jobless. If at all, some impetus has been given to research..
