The Government of India intends to introduce the Goods and Services Tax (GST) in the country at the earliest. GST seeks to subsume many indirect taxes at the Central and State level. The proposed dual GST envisages taxation of the same taxable event, i.e., supply of goods and services, simultaneously by both the Centre and the States.

The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, has been introduced in the Parliament for facilitating the introduction of GST in the country. Simultaneously, committees comprising of officers from the Central Government, as well as the State Governments, have been constituted for the drafting of Model CGST, SGST and IGST laws, and GST business processes of registration, refunds, returns and payments.

The draft Model CGST, SGST and IGST laws, shall be put up for inviting comments of stakeholders in due course. Presently, the draft business processes on GST returns, GST registration, GST refunds and GST payments are being published.

The Report of the Committee on GST Returns is available here. Comments and views are invited on these business processes by 6th November, 2015. Users are requested to keep in mind the guidelines for posting their comments:

Traders are TAX COLLECTORS. They are not tax payers. Please correct the language and assign traders as TAX collectors. They should be given proper respect and authority in system.

1) Government is defeating the purpose of implementing GST. There should be only one GST. Any type of breakup or share should be done at government level. Please do not bother Registered dealers. 2) For any monthly or quarterly return, minimum time should be 30 days. For GSTR -1, minimum time should be 30 days. Subsequently you may keep for other return. 3) Additional tax should be abolished. One side, you are talking about cascading effect in present system. Its illegal.

Sir I am a sales tax practitioner and being a bridge between the government and dealer and and taking care of getting revenue to the commercial tax department and central excise. In return its take care of my bread butter and livelyhood of my family. In GST Act, the return filing is snatched from STP's hand, will become unemployed and will be on roads. Humble request honorable Prime Minister and Finance Minister and GST Committee to look into the matter and give justice to STP brotherhood.

The tax practitioners are equally serving with the chartered accountants, who have served the merchants in both the fields i.e. state government and central government taxation matter and are well qualified in the taxation matter. So the tax practitioners should not be ignored under GST. Otherwise it is against the natural justice and leads to unemployment too.

the proposed GST,excising Sales Tax/ VAT & Income-Tax Act Practitioners excist sincwho render most of the compliances under State & Central Tax Acts are not at all recognized & are not authorized to certify Annual Returns in Form GSTR-8. Encurage Income-Tax Practitioners & DO NOT TO IGNORE EXISTING State Tax Practitioners OF THE RESPECTIVE STATES in GST REGIME. All existing Tax Practitioners be deemed to be the TRP`s who can contribute a lot for MAKE IN INDIA.

The Draft Report suggest that there would be no provision for Revision of #GSTReturns. To ERR IS HUMAN, and more so when the new law is introduced, and more so in case of taxation law and more so when the bureaucrats themselves are not clear, and more so during the initial state of implementation. I strongly urge to provide for at least one time bound Revision of #GSTReturns, say within 30 days of due-date. ServiceTaxExpert@yahoo.com

Greetings proposed GST by implementing GST will benefit to end user and the traders also. Tax Practitioners & Income Tax practitioner's are playing major role in helping collection of revenue in almost all State VAT Acts, The regular returns proposed under GST to be filed by STp/TRp,it is truly injustice to get annual return to be certified by CA only, make provision to all the Tax practitioners also. Please encourage the existing Tax Practitioners by framing Code of Conduct.

In case if the STP's are neglected in the GST stream, they may become burden on the society, as they become un-employed. All existing STP's should be treated as TRP's. TRP theme should be populated as a linchpin to ERADICATE UN-EMPLOYMENT of Graduates in the country and making them as service providers by PARTICIPATING IN BUILDING THE NATION. In case turnover fixed for certification of CA may be increase 50 crores or certification is required for only corporate companies
