The Government of India intends to introduce the Goods and Services Tax (GST) in the country at the earliest. GST seeks to subsume many indirect taxes at the Central and State level. The proposed dual GST envisages taxation of the same taxable event, i.e., supply of goods and services, simultaneously by both the Centre and the States.

The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, has been introduced in the Parliament for facilitating the introduction of GST in the country. Simultaneously, committees comprising of officers from the Central Government, as well as the State Governments, have been constituted for the drafting of Model CGST, SGST and IGST laws, and GST business processes of registration, refunds, returns and payments.

The draft Model CGST, SGST and IGST laws, shall be put up for inviting comments of stakeholders in due course. Presently, the draft business processes on GST returns, GST registration, GST refunds and GST payments are being published.

The Report of the Committee on GST Returns is available here. Comments and views are invited on these business processes by 6th November, 2015. Users are requested to keep in mind the guidelines for posting their comments:

#GSTReturnsForms EVERY Service Tax Assessees are required to file 2 Half Yearly Returns every year. In the GST Regime, as per the #ReportonReturns, the assessee would we required to file at least 37 #GSTReturns every year!!! And if TDS and ISD Returns also applicable to him, he has to file total 61 Returns every year!!! In my view, this is certainly not 'ease of doing business'. Substantial time & resources would be lost in compliance. Kindly have a practical re-look and revise the same. Thanks.

Greetings proposed GST by implementing GST will benefit to end user and the traders also. Tax Practitioners & Income Tax practitioner's are playing major role in helping collection of revenue in almost all State VAT Acts, The regular returns proposed under GST to be filed by STp/TRp,it is truly injustice to get annual return to be certified by CA only, make provision to all the Tax practitioners also. Please encourage the existing Tax Practitioners by framing Code of Conduct.

#GST RETURN:General Comments. For preparation of accounts of assesse accounting system today poor in nature to find out value of goods and services properly. For proper valuation of goods and services it is suggested that Cost Accounting Standard issued by The Institute of Cost Accountants of India to be followed for all assesse to collect more tax revenue on GST ACT And INCOME TAX ACT.
