The Telecom Regulatory Authority of India (TRAI) has been mandated by the TRAI Act, 1997 to regulate the tariffs offered by the Telecom Service Provider for its various services. The telecommunications sector in India has witnessed several changes in the past few years in terms of the tariff offerings of various telecom service providers. This has not only resulted in an exponential increase in the use of telecom services but has also resulted in the tariffs of telecom services in India being amongst the lowest in the world.

In the last few months, many concerns have been raised about the health of the Indian telecom sector and the need to fix a floor price for telecom services. TRAI has so far observed a policy of forbearance in respect of telecom tariffs for valid reasons. It gives the service providers the freedom and flexibility to design their tariff offerings as per the demands of the market. It gives free play to the forces of healthy competition and has resulted in an exponential growth in the Indian telecom sector in the past two decades. Most economists also advise against market interventions by the regulator in tariff fixation.

However, ensuring the provision of ever-increasing data consumption and a good Quality of Service requires a lot of investment in maintaining and improving telecom infrastructure. Fast pace of technological changes in the sector require huge capital investments. Telecom sector is the infrastructure provider for many other sectors of the economy. Thus, making sure that the telecom sector remains healthy and its orderly growth are equally important.

Considering this aspect, a consultation paper on “Tariff Issues of Telecom Services” has been issued on 17th December, 2019 to invite comments from all the stakeholders, on various issues relating to tariff in telecom sector.

The consultation paper on “Tariff Issues of Telecom Services” has been uploaded on TRAI’s website (www.trai.gov.in). The written comments on the issues raised in the consultation paper are invited from the stakeholders by 17th January, 2020 and counter-comments by 31st January, 2020.

Dear Sir,People are misusing & keeping the line engaged & wasting their own work hours by gossiping over mobile for hours together & thus increasing EM wave hazards. The voice data should be charged heavily (on a incremental basis), if the talk time increases beyond one minute.For farmers and other productive groups like army, doctors,teachers etc. app based educational programs should be cheaper or free. For children till 18 year, skill development educational materials should be cheap.

Dear sir, Giving access to resources to those without the sense of responsibility as a citizen ,is neither going to help that very particular person neither the nation as a whole. Over few years, a good amount of data services are merely being used for entertainment purpose & wastage of time for a vast majority of our population,more so for younger ones and eventually has made them lazy. Data price for watching video should be raised, where as sms,voice,image data price should be lowered.

Sir don't allow telecom companies to cut free call offer because common people find it difficult to adjust when free call offer is reduced or eliminated. We are observing even govt. also initially start with such kind of offer and later start withdrawing such offer. Best example is GST for railway tickets .

Protect the interests of people who develope the system . But don't allow companies to do unnecessary profits. Separate communication tariff for farmers for their benefit (necessary aap related to farming in local language).

Dear sir, when TRAI is so powerful in controlling telecom tariffs , howcome BSNL struggling to do business. JIO service is OK but tarifff and allowing reliance to use 4G ahed of BSNL was not right decision by PM. Also he shouldn't havebeen the guest there.I feel pollution due to EM waves to be considered in tariff.Before allowing someone to use 5G please check EM wave pollution or hazardous impact of it. Save BSNL. Ensure that Communication is not for profit but for good communication only.

India is only one country in the world which offers low call and data rates even customer buyer power is not enough for it.why this happen because of government has not a good one regulations policy for telecommunications department mostly favourable decision taken for one company is dangerous for department and government.

Now a days mobile recharges are very costly. It's totally become a big problem for poor people. Tariffs are not acceptable to any customers, Telecom companies are in loss, but if they increase the mobile recharge rate very high, instead of getting profit they again become in loss. So they have to make recharges rate in low price, which is better for common people also.......

Almost 25% of the mobile consumers does not required data and they need exclusively calls only and un-necessarily they are paying money for data. They offer many tariff plans confusing the common/un educated consumers there by charging un necessary schemes like data, sms and value added services. Try to provide reasonable tariff plans limited to one or two for each category. I do not find any yearly plan for only calls by any operator in India. There is no yearly validity plans for 2nd mobile.
