The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

There should be yearly contract between internet service provider & the customer (like ETISALAT) where the customer gets 24x7x365 days internet speed MBPS as agreed in contract & the customer has to pay every month fix amount as agreed in contract. Thus customer gets uninterrupted speed for 24x7x365 without worry of any increase in monthly bill amount for 365 days.

Dear TRAI Team, In order to reduce the complaints , the service to customer needs to be upgraded. Please outsource your field technical team to other private firms who can handle the service request and can close the issue in a limited time frame. This in turn can reduce the corruption happening at the Level 0 within the organization and a timely on call service. New plan and better advance equipment needs to be deployed. Just don't do service but aim to beat the competitors as well. JAI HIND.

INTERNET SHOULD BE FREE WE SEND SHUTTLES( using tax money) -- WITH 20 SATELLITES OF WHICH INDIAN SATELLITE ONLY 5 (3 university lvl) 11 for USA N OTHER countries, why not send sattellite and provide free bandwith or like GPS the mobile net is from satellite direct n not mob towers why do we give money to ISRO to launch shuttle the must have surplus (earning from other country satellite launch) they shld be CHARGED instead

Dear Mr Prime Minister of India What a Pity for the Telecom companies that in order to acquire a new customer they are ready to sacrifice old customer. I am a airtel customer but wish to change to vodafone because Airtel can offer better facility to new customer who do the portability but refuse to give the same facility to the existing clients Example Rs 399 pack Old facility 270 mins 480 MB data 300SMS 75 STD New Plan of Airtel Rs 399 600 local 300 sms 1 GB data RESOLVE

TRAI organisation doing sheety job already they cant regulate or control there stuff mobile call drops or rates in a bad state DTH - made every house to shift from cable to DTH but it should control the rates the DTH packs now crossed 500Rs n above we use to get cable at 220 earlier(200+%), GOVERNMENT or TRAI should not had forced conversion , atleast the rates shlud be controlled THIS IS SORT OF STATE SPONSORED TERROR/LOOT

I have a BSNL broad band connection but I would like to bring to your notice the net connection is very , very slow and after every few minutes it goes off. Working on it has become time consumung and tiring. Sir kindly look into this matter.Our Complaints are very promply attended, no complaint about this But a permanant solution will be welcome.

Sir, Its ridiculous that I wrote a mail and nothing happens. I written 4 mail in pgportal and nothing happened. I think everyone is sleeping on public issue. If I would be a kashmiri or a defaulter businessman then everyone listens. You are meeting with telecom ceo to support them. But who will think for us. Do you think we just IT paying machine. Sir, I am facing issue only due to bharti airtel and all telecom company who grouping & antipoaching in their recruitment. Sir punish & ask to airtel
