if present govt is serious about development for all, why it is not taking action against officers who are breeding/encouraging/promoting litigation in govt at the cost of public money. legal sections have been established in a number of ministries only to arrange for huge payments for government advocates, instead of trying to reduce/eliminate litigation, which is creating roadblocks in work of economic progress. penalise officers encouraging litigation or work of govt will be stalled.
