unmanned railway crossings is more of a problem in villages than big cities and towns.certain steps-
1.big neon/red blinking sign boards on both sides of crossings of rail crossing ahead atleast 500m before alongwith monetary implications in case of not following the rules and ensure that language written is understandable to maximum people in vicinity
2. for preventing crossings along the length of tracks(not frequently taken eg.in photo of agenda) side railings/thorns visible from distance

First of all close all the unnecessary level crossing because it causes unnecessary delay of trains.
There should be timebound manning of level crossing in top 300 accident prone districts ,also due to shortage of man power one can also explore the soft ware base manning of level crossing, but yes feasibilty should be checked

Most of the level crossings are jumbled with buildings/trees/hoardings due to which an approaching train can not be seen from far away when some vehicle is approaching. This lead to assumption that may be vehicle can cross and results an accident. I propose any object more than 5 ft to be cleared from the level crossing area so that any vehicle can see the approaching train from far away ( from 80 to 100mts). This could definitely reduce accidents.
