(1) We have MGNREGA Scheme in all over India. We can use Scheme beneficiaries to maintain/clean of public place toilets (by defining separate construction/monitoring team) with performance driven linked benefits. (2) We can create one expert group to find out world's best technology available in world for less cost with short time construction / less water consumption/alternate use of human waste/ Use of Solar energy toilets. (3) RWA/Graam Panchayaat etc as 1st level in-charge body.

Construction of toilets & maintenance of same shall be added in a CSR activity & tax incentives be given to companies. Further a list of villages & cities need to be prepared on priority wise and allotment be done to companies located in its area for construction & maintenance of toilets. This would enable companies to engage in CSR activity, government can reach its goal & citizen could get a clean toilet facility in a remote villages too. If needed donations from people can be initiated too.

There are places that reek or urine. As repulsive as this sounds, these ARE the places where people defecate and urinate the most. Which makes them the places where toilets must be built. Ensure that they are inspected for cleanliness at least for the first few weeks. Reporting is a must. Let them be inspected by citizens who use them so there is no need to hire supervisors.

I want to divert your attention towards world's largest ship breaking yard In Gujarat ALANG near Bhavnagar where many big passenger ships of world carried ,in these ships toilets and bathrooms are ready made and quality of ply wood and sanitary items are of rust proof and water proof . We may put these toilets nearby village bus stand and locations where it needed and only connect them with adjoining sever line or by making soak pit only.this prevents corruption in making toilets of poor quality

Implement solar powered waterless toilet (recently funded by Bill gates foundation in India) in public places. Waterless urinal - 'ZERODOR' developed by an indian should be implemented at railway station, bus stand, public toilets, govt. offices. This will avoid manual scavenging, it will save precious water and as well it will make public toilets odourless
