There are two approaches through which pollution can be reduced: Reducing consumption or usage of a polluting product Treatment of wastes, discharges and disposals of a pollutant

My suggestion of norms that could serve as a guideline to control industrial pollution is in the attached document. In a nutshell, my suggestions touches upon the siting of future industries in proximity to Ganga, norms that shall be imposed on the already existing industries, specifics on best practices adopted in other parts of the world to mitigate industrial pollution and measures which Government must be do from their side. Collect (Water) Pollution cess : on lines of education cess collect pollution cess and shift responsibility of installing treatment plant from Industry to Government department.

INDUSTRIES ARE THE MAJOR POLLUTANT -THE FUNCTIONING OF THE ETP PLANT SHALL BE MADE MANDATORY. Many industries do not have ETP(effulent treatment plant) but the one which have do not maintain it in running condition-- Govt. must do Audit of all ETP constructed - for its working condition- First the exsisting ETP shall be made to run- this need little investment as compared to new-IInd step-ASSURE WORKING CONDITION OF EACH of ETP -tech Audit of one industry shall be done by other industry

Apart from the Effluent Discharge (1) solid waste management must form priority.(2) Polythene bags/sachets be banned and biodegradable material only be approved for all packing. (3) Temples should encourage only Darshan of the diety instead of elaborate rituals. (4) Municipal Corporations be equipped with latest technologies for waste management (5) Conveniently located Toilets and its Free usage. Maintenance of Neat and Clean Toilets in public places will help prevent polluting rivers.

Cleaning of Ganga can be achieved only if-(1) Effluent discharge from industries/drainage of cities is stopped from flowing to rivers. Effluent Treatment Plants should be made mandatory for all the Industrial Units & Municipal Corporations. Industries to use recycled water only and any additional quantity may be sourced from the processed effluent water from city drainage. (2) It should not be mere policy but adherence in true sense by all the stakeholders. (3)Strict Penalties(4)Monitor Online

Development of local waste water purification system, for every either small scale or large scale industry, should be made mandatory. This will help in reducing the contamination power of waste water and then, the waste water of all industries in a particular locality should be discharge into a central waste water management plant. By this way, both Government and industries can contribute for the purification and neither the industrial sector nor the Govt. has to bear the absolute load.

1) Make CETP compulsory at all industrial areas near to Ganga river. 2) Fine to polluting industry will be strictly followd and fine amount may be used for clean ganga river. 3) One should lay down net barrier from one bank to another bank. So that all the plastic materials will be catched itself and it will not pass further. Also one electric machine will be installed which collect this catched material and process it.This will be done at appropriate distance level.
