Through public - private partnership, industrial waste treatment plants can be set up so that industrial waste isn't directly dumped into the river. As the government also funds part of the project, the industries wouldn't face the entire burden of construction and would be encouraged and motivated to do so.
If the industries still do not comply with the rules, then they must be fined a some percentage of the income they get from the products they produced, which forced them to dump waste in it
