In every village govt can open a single "Rapid Action Centre", in which every situation can be get handled. It may consists of medical facilities (Emergency & normal ), information centre, natural disaster related equipments & necessities, training centre. This can be done in a village to give people easier way to handle or deal with any kind of situation either emergency or normal.

@shankar raveendran: The document is very nice. But instead of post offices, we can have CSC( common service centres) planned by central govt through which e services are provided. Every village should have a strong CBSE school system , engineering college in model villages is not sustainable.

every particular villages in india cant be provided with hospitals, but an emergency medical centre for the interim treatment of the person suffering from any kinds of attack or accidents can save his/her life and can be further treated at nearby hospitals. moreover this facilities are not available still in many villages and the condition still lies unbearable.

We need to develop bio gas pants and improve sanitation in the villages. Most of time water from house flow in open and collect on the streets that cause a lot of damage. In each village we need specific sanitation plan about not allowing any water on the streets
