Make the passport issue process completely online with no intervention required for physical documents. Make a national policy on which documents can be used as address proof for NRIs. All Indian embassies must adhere to the same as well.

Dual citizenship (dual passports) must be allowed.

Online reporting of passport theft for Indians at all embassies.

Review taxation guidelines for NRI frequently travelling to India such that double taxation is avoided.

Date of birth problem which is faced both by NRI and Indians during the making of passports is that a rule by govt of India that who is born after 1989 have to show their birth certificate for making of passport.But in country like India where water and roads have not reached to every village the DOB and name in the registration office is incorrect so the people have to pay the bribe to the officers to get it corrected.Please make the year 2013 or so. It's ground level problem consider it plz .

Passport No Unique Identity NRI. I have experience about system portal and I design earlier one of portal for Insurance Company for Hospital pre-authorization. Similar I have idea about “E-Portal”, if you allow me I will arrange soft copy by email

I stay in Qatar and have undergone a beautiful system of tracking / identification individual called RP (Residence Permit) and many other countries follow similar process. Here is what this unique card has
1. Complete residence details with photo
2. Retina Scan
3. Finger Scan
4. Blood details
To do any task in Qatar one would require this card starting from Mobile connection,opening an account to crime. In short everything is tracked by just one card. Our Govt can think of similar concept.

In the present system, when applying for a renewal/re-issue of passport, there are some cases (for eg. when adding spouse's name to one's passport) where an applicant needs to submit documents attested by the Ministry of External Affairs in Delhi. This is the case even for documents that are accepted as is without any attestation by foreign Government offices. Self-attestation should be allowed in all such cases. IMHO needless bureaucracy is a remnant of British era and should be done away with.

I would like to Improve and add more Digital Facilities for All High Commission of India around the world; Facilities such as online tracking of all kind of application such as PCC;
Also make application to do online rather than paper base and payment can also be accepted online for all kind of application.

Some of PSK's have lot of applications like Thane. The tatkal service for passport application is almost impossible to get due to a lot of applications. Also because only 70 tatkal applications are allowed per day. If you apply normally the appointment date is usually after 1.5 months of application and further 1 month for passport receipt which makes it 2.5 months. The capacity of handling applications of busy PSK's or no. of PSK's to be increased after surveying higher application area's.

Now getting appointment in Tatkal is really big challenge in many region, only 25 Tatkal appointments allowed per day in passport Sevkendra, the moment we login to the portal within 5 - 10 min that appointments are getting closed. I came on vacation for 2 weeks, I had to apply passport to my daughter. It was very challenge to get appointment, please increase number of Tatkal appointments per day in Passport Kendra.

Every year many thousands NRIs take citizenship of their host countries. These are the people with enormous skills, experience and wealth and they are worth full asset of India. They reluctantly give up their indian citizenship because Indian constitution does not allow dual citizenship (unlike developed nations including UK). This provision may relevant in 1950 but I think now this is the time to review this law in favour of retaining its citizens (and getting back its lost citizens).

I suggest that instead of having both PIO and OCI card, the PIO card should be phased out. The government should widen the eligibility for OCI to include those who are eligible for PIO. Two types of cards leads to confusion, unnecessary red tape, and simultaneously loses sight of the objective of this facility. I elaborate my argument in the accompanying pdf file.
