Cities and Towns should be selected on the following criteria. Minimum one city from each state should be selected. The rest of the cities should be distributed based on population. Minimum 3 towns from each state and the rest based on population. Selecting cities and towns for each state should be based on a ranking system that takes existing waste management situation and infrastructure in to consideration. When you allow cities and towns to grow beyond the limits you need to create such big facilities to handle the solid waste etc., which is a growing concern for environment and ecology. Instead we should concentrate on small satellite towns which are self reliant on handling their needs of water, waste management within their localities. We should not allow them to grow beyond a limit. If this is adhered to, then the development will be rightly distributed without much strain on natural resources
