The gap in the industry requirements and skill development exists. So, it is necessary to understand why this gap exists. In the broader picture, Indian Industries are changing upto to some extent with the techinical advancements and new ideas from the International environment. They are also capable to adopt fastly changing environment. But skill development agencies are not changing, even most of them are static. They are teaching the outdated materials, providing the outdated skills.

Under Environmental Laws post of Environment Engr in each industrial unit may be made mandatory like Safety Engr under Factories Act or Mine Manager under the Mines Act for implementation of environmental laws.Since CPCB and SPCBs lack requisite manpower to monitor clearances effectively. So far the emphasis is on strict scrutiny at the time of permission but imlementation and monitoring by qualified persons are lacking for want of statutory provisions.

Since introduction of EPA in1986 number of initiatives had been taken to introduce various regulatory mechanism to improve our environment, which is very good. However, there are no one at ground level to take care of it after geting clearance, implementation part is lacking.Now-a-days number of institutions providing degree to Environment Engineers, but they remain unutilized. If by statute it is made mandatory to have them in industries like Safety Engr ,their skill can be better utilized.

Skill development needs to be an integral part of education not an addon requirement. Core skills and non core skills in keeping with mordern technology and socio-economic requirements need to be identified and made part of the curriculum. Soft and hard skills need to be identified and made part of the curriculum. in keeping with globalisation needs . Education design should be 50% skill and application and 50% content. School education should focus on skills.
